1.

A. Campaign Against Illegal Logging & Illegal Extraction of Sand & Gravel 1.) OOA 151730H Mar 2011, Alert Team composed of SPO2 Sherwin Abellare and PO3 Renato Pendo conducting mobile patrol at SRP, Brgy. Cansojong, Talisay City, Cebu spotted an Isuzu, dropside bearing plate number GRW 571 loaded with gemelina lumber estimated quantity of (43,000) board feet and an estimated worth of (Php40,000.00). The said lumber were confiscated for no proper documents presented.

2.) OOA 091715H June 2011, this police station conducted operation against illegal transport of lumber at Bgy Lagtang, Talisay City, Cebu that resulted to the confiscation of one (1) Suzuki Multicab (Yellow) with plate number YBM 925 driven by Lousel P Biaca loaded of nineteen (19) flitches of antipolo tree, cut into assorted sizes and approximately eight (8) feet of length each. 3.) On June 20, 2011 at around 2:50 oclock in the afternoon, this police station conducted operation against illegal extraction/transportation of sand and gravel at Sitio Tangub, Lagtang, Talisay City, Cebu that resulted to the confiscation of one (1) Isuzu Fuso Truck with plate number GGH239 loaded of five (5) CBM each of sand and gravel driven by Samuel Ylaya and owned by Ricardo Barliso. For the month of June-Jjuly 2011 we have confiscated more or less six (6) truck loaded with five (5) CBM each of sand and gravel.

B. Anti Criminality Campaign 4.) OOA 221730H Mar 2011, under close supervision of PSINSP ERROL FRANCIS DEVEYRA composed of three (3) PNCOs, two( 2) suspects Cresencio Solon Gabuya & Leo Bajo dela Cerna, both 23 yrs old were arrested in plain view having in their possession eight pieces (8) pcs of handrolled white paper sticks containing dried leaves of marijuana at Sitio Mananga, Tabunok , Talisay City, Cebu during saturation drive by the PNP personnel of this police station with the representative from the DOJ evaluating the evidences. 5.) OOA 151530 APR 2011, at Bgy Lawaan 3, Talisay City, Cebu, composed of PO3 Benedicto Lasque and three (30) FTPs conducted roving at the said place. One (1) Joemar Nangca, 25 yrs old, single of said place acted suspiciously with a bulky waistline. When accosted and searched by the police officers, they found out a cal. 45 Pistol mark Gold Cup with serial nr 437169 with three (3) live ammos.

6.) OOA 210905H April 2011, one (1) JOVET PARAN, 16 yrs old, minor and a resident of Bgy Dumlog, Talisay City, Cebu, arrested for having in his possession and control one (1) defective Smith & Wesson Cal.38 Revolver with six live ammos.

7.) OOA 150615H May 2011, with the supervision from PCINSP EDDIE PACHO RECAMARA, led by PINSP HUGO RIO UY IPONG composed of PO3 Rey A Bucao, PO3 Benedicto R Lasque, PO3 Mikie B Espina, and PO2 Roy B Lofranco, with the alert team members conducted the implementation of the search warrant # 12-05-1111-10, issued by Hon. Judge Soliver Peras, RTC BR 10, Cebu City, issued on 11th May 2011, against the subject person ROMEO MARAASIN a.k.a PARE, 36 years old, single of Sitio Mananga, Brgy. Tabunoc, Talisay City, Cebu in violation of RA 9165. The operation resulted to the arrest of the subject person after the confiscation of the following items to wit; 1. Weighing scale-RM-W, 2. Scissor RM-S, 3. Nine (9) pcs Onion Skin (white paper)-RM-O (collectively), 4. .38 caliber revolver (color black with brown handle) RM-.38, 5. Three (3) live ammos of .38 cal RM-1, RM-2 & RM-3, 6. Three (3) pcs. Hand rolled white paper with believed to be marijuana RM-M1, RM-M2 & RM-M3, 7. Cash of one thousand two hundred pesos (P1, 200.00), 8. One half (1/2) kilo of dried marijuana leaves/stalks believed to be marijuana (placed inside a blue plastic bag) RM-M, which subject person voluntarily surrendered to the raiding team, inside his residence, in the presence of the witnesses.

8.) OOA 170500H May 2011, a team from this station under the supervision of acting, COP PCINSP EDDIE PACHO RECAMARA, led by PINSP HUGO RIO UY IPONG composed of PINSP RICARDO OCA ECHAVEZ, PO3 Rey A Bucao, PO3 Benedicto R Lasque, PO3 Mikie B Espina, and PO2 Roy B Lofranco conducted a hot pursuit operation against robbery suspects transpired inside the residence of Board member JULIAN BACUS DAAN at Treasure Village, Sangi, Tabunok, Talisay City, Cebu on May 16, 2011 at 9:30 am more or less which resulted to the arrest of two suspects, namely; 1.) RAMSES ABATAYO y MENDOZA, 29 years old, single with live-in partner, and a resident of same place and was arrested at Cabreros, Basak, Cebu City and recovered from his possession and control assorted jewelries worth Php 1,930,380 pesos only. That, after the arrest of suspect #1, the team proceeded to Sitio Eva, Lagtang, Talisay City, Cebu to follow-up the second suspect which resulted to the arrest of 2.) JULIUS RACAZA y LABORA, 34 years old, married and a resident of same place as alleged cohorts of suspect #1.

9.) On or about 4:00 PM, May 29, 2011, Bgy Tanods Gerardo Mendevil and Ronelo Yusores of Bgy San Roque, Talisay City, Cebu arrested one Leonel Bacon Reyes, 19 years old, resident of corner SRP Laray, Bgy San Roque, Talisay City,Cebu, near the church in Bgy San Roque, Talisay City, Cebu during a hot pursuit in connection with the case of Attempted Robbery committed against the victim Juan Paul Balandres last May 27, 2011, at about 3:00 dawn, in 455 Sky View Subdivision, Laray, San Roque, Talisay City, Cebu 10.) OOA 280600H May, this police station with the campaign against criminalities had arrested one (1) Rodel T Econas, 19 yrs old, with live-in partner, resident of Sitio Hollow Block, Bgy Lagtang, Talisay City, Cebu in relation to robbery (lungkab) that occurred at Santa Teresa 2, Ramona Village, San Isidro, Talisay City, Cebu that the victim was Mrs Teresita Smith of said place. Recovered from the suspect are assorted items like Cellphones, Digital Camera, I-Pod and Laptop 11.) OOA 040925H June 2011, this police station conducted saturation drive against all forms of illegal activities at Sitio Magay, Bgy Tanke, Talisay City, Cebu that resulted to the

arrest of the following suspects for Viol. of RA 9165 (Comprehensive Dangerous Drugs Act of 2002), caught in plain view having pot session (using) a white crystalline substance suspected to be shabu inside the two (2) opened rooms of the houses owned by the suspects (drug den) (1) Anecita P Guisihan and (2) Camelo M Abapo, namely; (drug users) (1) Marvin Abella, (2) Rennie Sentillas, (3) Darwin Mangaron, (4) Jason Secretaria, (5) Centiny Gaviola, (6) Ronnel Abapo, (7) Julito Ibonalo, (8) Jessie Apolonio, all of legal age and (9) Cindy Gaviola, 16 yrs old and confiscated various drugs paraphernalia used in pot session.

12.) OOA 091715H June 2011, this police station conducted operation against illegal gambling at Sitio Ilang-Ilang, Bgy Lagtang, Talisay City, Cebu that resulted to the arrest of one (1) HELBEN CAMPO Y CABALLERO, 44 yrs old, married operator of illegal gambling games (masiao) and resident of said place. Suspect caught in plain view while tallying illegal number games (masiao) and recovered from his possession different gambling paraphernalia. 13.) OOA 301030H June 2011, this police station conducted operation against illegal gambling at Bgy Bulacao, Talisay City, Cebu that resulted to the confiscation of one (1) Video Karrera Machine with black casing with marking LT at the right portion of monitor in a shanty house.

14.) On 151310H May 2011 with the PCINSP EDDIE PACHO RECAMARA, led by PINSP HUGO RIO UY IPONG composed of PO3 Rey A Bucao and PO2 Roy B Lofranco conducted a saturation drive at Bgy Lawaan, Talisay City, Cebu. The operation resulted to the confiscation of one (1) Video Karrera Machine with black casing in an abandoned shanty at the said place.

15.) OOA 392130H June 2011, this police station conducted operation against illegal gambling at Bgy Bulacao, Talisay City, Cebu that resulted to the arrest of one (1) Junior Sugarol, 21 yrs old, single of Camp 7, Minglanilla, Cebu (driver without license of motorcycle SKYGO with plate number YV7250) and two (2) John Marvin Andrino, 19 yrs old, single of Camp 7, Minglanilla, Cebu (back rider of the said motorcycle), after they were caught having in their possession and control seventeen (17) tally sheets with different numbers combinations.

16.) One (1) Noel L Simbajon, legal age, single, of Bgy Tabunok was arrested on July 07, 2011 at Brgy Bintana, Tangub City, Misamis Occidental by the Talisay City Police Team composed of PCI EDDIE RECAMARA, PI HUGO

IPONG and PO3 Roy Lofranco with the coordination of PCI ALIAS HAMPAC, COP of Tangub City Police Station. The said suspect is one of the triggerman of the person responsible to have shot to death of late PO1 William Mangubat, undergoing FTP of Talisay City Police Station.

17.) That OOA 141245H July 2011,elements of this station led by PINSP RIO HUGO IPONG together with six PNCOs under close supervision of PCI EDDIE RECAMARA, Acting COP, conducted monitoring/operation and arrested on the reported illegal gambling operation commonly known as SUERTRES, a three (3) digits, an illegal numbers games using a computer generated tickets, which is allegedly operating within Bgy Tabunok, Talisay City.

18.) Two (2) suspects arrested namely: 1) Rutchel Bacus Alcover & 2) Jeriel Labao Sembrano, that OOA 102045H Aug 2011 at Bgy Mohon, Talisay City, Cebu one (1) Raja Singh, 37 yrs old single, an Indian National, residing at Dumlog, Talisay city was robbed and shot to death by the arrested abovementioned suspects. The two suspects were arrested by the elements of this station in supervision of PCI EDDIE RECAMARA, Acting COP composed of PINSP HUGO RIO IPONG and other four PNCOs during the hot pursuit operations.

19.) OOA 271445H AUG 2011, One Edgar Asenas Sabroso, 35 yrs old, a resident of Bgy Buot Taup, Cebu City arrested by the elements of this station led by PSI ERROL FRANCIS DEVEYRA during the conduct of checkpoint at Bgy Lagtang, Public Market, Talisay City for violation of RA 8294.

20.) OOA 111130H SEP 2011, with the supervision from PSUPT EDDIE RECAMARA, led by PINSP HUGO RIO IPONG composed of three PNCOs conducted crime prevention and possible apprehension of lawless elements at Bgy Tanke, Talisay City Cebu that resulted to the arrest of the following persons: 1) Limber Inigo, 19 yrs old, single of Bgy Cansojong 2) Nino Rey Ayo Castro, 19 yrs old, single, of Bgy San Roque and 3) Andrew Y Dabatos, 27 yrs old, married of Bgy Pob. of this city. The said suspects were caught in the act having pot session in a small shanty at said place for violation of RA 9165 dangerous Drug Act and confiscated different kinds of paraphernalia used on their pot session.

21.)That OOA 171320H September 2011, shooting incident happened in Meramar, Pob., Talisay City, Cebu, involving one (1) Rene Tata Barangan, 32 yrs old, single and a resident of Dawis, San Roque, Talisay City and one (1) Renante Mabini, 36 yrs old, married, a resident of Brgy Lagtang, Talisay City, Cebu. Rene Barangan was the first one shot Renante Mabini. In retaliation Mabini returned fire slightly hitting Barangan at the left side of his head and also sustained multiple gunshot injuries. Suspect Barangan was arrested and confiscated two (2) locally made Cal. 357 Power Custom Magnum Rev. without serial numbers and two (2) live ammos and four empty shells.

22.) On or about 272130H November 2011, with the supervision of PSUPT EDDIE RECAMARA, led by PINSP HUGO RIO IPONG composed of PO3 Mike Espina, PO3 Benedicto Lasque, PO2 Roy Lofranco and PO1 Stephen Sefuesca conducted saturation drive that resulted to the arrest of Raquel Empasis, 23 yrs old, single & Carl Lewis Malazarte, 23 yrs old, single , both of Sitio Cabugna-an, Brgy San Isidro, Talisay City, Cebu, Tresevan Eugene Cabuenas, 22 yrs old of Jaclupan, Talisay City, Cebu and Rolando Dapiton, 23 yrs old, single, of Isla Vere, San Isidro, Talisay City, Cebu after they were caught in act having pot session/sniffing shabu inside their rented house. The team recovered inside the said house , the following items, to wit: eight (8) bundles of marijuana, forty (40) pcs sticks of marijuana, seventeen (17) bundles of cigarette paper wrappers, three (3) pcs of strips of foil, five (7) rolled tin foil, cash money amounting to Php2,700.00 and Php220.00, cash amounting to Php157.00, one (1) plastic food wrapper, one (1) 910 rolled scotch tape, one (1) scissor, dried marijuana leaves, one (1) bundle of marijuana stalk and three (3) pcs cellphone. 23.)That OOA 210200H Nov 2011 at Sitio San Rafael, San Roque, Talisay City, Cebu where robbery incident occurred victimizing one (1) Jimmy Bacaroy Bantilan, 49 yrs old, married, driver of Trellros taxi with plate number GWS 757 and a resident of Subangdako, Mandaue City, Cebu. Hot pursuit conducted by the police personnel of this station that resulted to the arrest of two (2) suspects Lester Macachor, 19 yrs old, & Homer Dejacto 18, yrs old both single, resident of Sitio Salvador, Tanke, Talisay City, Cebu. Suspect (Lester Macachor) was also identified on the robbery/hol dup victim happened in Naga City, Cebu a day before he was arrested. 24.)That OOA 230230H November 2011, night watch patrol of this police station under the supervision of PSUPT EDDIE RECAMARA, composed of PO1 Gerard Rollon & PO1 Edwin Campomanes arrested one (1) Gil Donaire Bantayan, 24 yrs old, married of Sitio Terra Dulce, 5th St., Brgy Inayawan, Cebu City. Said suspect was caught inflagrante delicto at the Shell Gas Station, SRP, San Roque, Talisay City, Cebu by the night watch patrol team while tucking in one (1) eight inches long stainless knife (SATO) while driving MC XRM red and white with plate number 7TC-M-8155. The said MC XRM was identified as carnapped vehicle by the police of station 7 Cebu City Police Office.

25.)That OOA 102345H December 2011, night watch patrol of this police station under the supervision of PSUPT EDDIE RECAMARA, composed of PO1 Edwin Campomanes with the aide of TCIB personnel arrested one (1) Teory Cabranilla y Cansa, 50 yrs old, married of Dumlog, Talisay City for having in his possession and control of a .45 cal pistol with serial number 231251 with one (1) mag loaded with three (3) live ammos and one (1) Albert Quijano y Racaza, 41 yrs old, married of Dumlog, Talisay City for having possession and control of a .45 cal. Pistol Colt with serial number 6892253 with one (1) mag loaded with three (3) live ammos after they failed to present any legal documents authorizing them to possess or carry firearms.

26.)OOA 112200H DEC 2011, with the supervision of PSUPT EDDIE PACHO RECAMARA and composed of PO2 Roy Lofranco, PO1 Euwen Pitogo and PO1 Dennis Onasin responded an illegal discharge of firearm at Pungsod, Lawaan 3, Talisay City, Cebu. One (1) Magdaleno Ypanto y Alo, 52 yrs old, married of Pungsod, Lawaan 3, Talisay City, Cebu was arrested after he was caught inflagrante delicto in possession and control of .38 cal. Revilver snub-nose Smith & Wesson Made in USA without Serial Number loaded with four (4) live ammos and one (1) empty shell. 2. Public Safety Programs Implemented: Talisay City Police Station under the stewardship of PCI EDDIE PACHO RECAMRA is implementing PRO- ACTIVE public safety approaches in order to have fast police response to any alarm requesting police assistance and round the clock presence of mobile patrol in the field. Under the new deployment concept; this station deployed two (2) mobile cars assigned to the following Sectors: Sector A, the area of Mobile Alpha covering AOR of Northern and Southern part of the city, and Sector B, the area of Mobile BRAVO covering central area. These mobile patrols are manned by eighteen (12) organic PNP Personnel of this station with 8 man-hours a day/ 3 shifts. Aside from the mobile patrols, we also deployed Beat Patrol specifically to banking and other business and financing establishments. In addition, Talisay PNP is also conducting Night Watch Patrol together with Barangay Intelligence Network (BIN), deployed policemen at the barangays of Bolacao and San Rogue to lead the brgy. tanods during their nightly mobile patrol and we are conducting also regular checkpoint operations. As of the present, this Station is strengthening its pre-emptive and preventive Anti- Crime Programs like; strengthening of our Intel and investigative capabilities to combat criminalities, especially during classes. A Text a Commander System which means, all personnel on duty deployed will txt to the COP every 2 hours re situation update of their respective AOR. 3. Problems Encountered: This station lacks of police personnel necessary to man the crime prone areas, responding alarm and the continued implementation of our beat patrol system. 4. Recommendations:

To improve public safety services Talisay City Police recommends to have more police personnel to be dispatched at the crime prone area. the creation of 3 digits hotline number to TCPS for easy access to the public.

A. INSURGENCY Although the Central Visayas Regional Party Committee (CVRPC) has two (2) CPP/NPA fronts in the province of Cebu, Talisay City remains not seriously affected by the insurgency problem. Is geographical location is not within active scope of insurgent operations of the CPP/NPA whose fronts are active only in the Mid-North and Mid-South area of the province. B. 2. Anti-Criminality Campaign

Conducting Mobile patrol from boundary of Cebu City to boundary in Linao, Minglanilla, Cebu. During night time Mobile Patrol is also conducted in the interior parts of subdivisions in the City. c) Creations of Police Centers - A requested Police Center to be built in sitio Kawatan, Tabunok, Talisay City near the Mananga Bridge was already approved and funded by the Local Government of Talisay City but still looking for a government owned property for the building. - The Barangay Capt. of Tangke provided Police Center, Talisay City located at the second floor of the Barangay Hall building was already operational wherein four (4) personnel were assigned to compose as Market Denial and Police Visibility in the area.

d) Deployment of personnel to conduct checkpoints daily in entrance and exit of the City. e) Neutralization of suspects through service of Warrant of Arrest. f) Implementations of Curfew to Minors in coordination with City on Women and Children, DSWD and Barangay Tanods.

h) Conducting seminars / pulong-pulong for the awareness of Parent Teachers Association in dealing with children violating Laws and Regulations and emphasizing to them their big role in shaping up behaviors and attitudes of minors. i) On all arrested persons, this Station issued a Memorandum to the Officer InCharge of the Lock-up jail that persons arrested must be subjected for medical check-up, bodily searched to avoid in bringing illegal drugs inside the jail, bladed weapon or anything that might get harm to the other inmates. Must set visiting hours to the visitors and not to let the lock-up prisoners to get out of the jail unless with Court Order for commitment to Talisay City Jail (BJMP) in Maghaway, Talisay City if case was filed. If the complainant failed to file charges or they were settled amicably, must inform the COP, investigators and the arresting officers before the release of the suspect. b. Illegal Gambling

Since June 2007 up to July 2008, problems of Illegal Gambling were one of the priorities of this Station most especially on Video Karera Machine (VKM). Implementing plan to Oplan Roulette 7 was implemented with the police station through Anti-Illegal Gambling Task Force headed by PINSP ROLANDO ALIMA ONG, with members PO3 Glen Burlas and PO2 Stephen Sefuesca continues the operations to clear all barangays of gambling machines. The Task Force conducted sixty six (66) operations, arrested twenty (23) persons and filed 23 cases in court. Fifty six (56) Video Karera and two (2) Moli-moli machines were confiscated, and P

81,180.00 were recovered during the burning of the machines and turned over the city treasurers office for proper accounting and documentation.

c. Loose Firearms
In the campaign against Loose Firearms, this Station able to arrest sixteen (16) suspects and confiscated one (1) caliber 45 pistol with five live ammos of same caliber, nine (9) caliber 38 revolver, one (2) caliber 357, one (1) caliber 22 revolver and three (3) improvise shotgun for a total twelve (16) assorted firearms and filed 16 cases for Viol of R.A. 8294. Said confiscated firearms were properly turned over to the respective Court for evidentiary purposes. d. Against Wanted Persons: However, on the campaign against wanted person without head prize, the station was able to arrest forty eight (48) wanted persons, which were turned over to respective courts for issuance of commitment order and subsequently forwarded to Talisay City jail for custody.

e. Oplan Kalikasan
This Station in coordination with FESECA Fisherman Sea Ecological Care whos Headquarters located at Cansojong, Talisay City strictly enforce the laws and resolutions of the City Council in regards to fishing, illegal logging and Illegal extraction of sand and gravel in Talisay. During the period this Station apprehended 28 persons, eight (8) trucks loaded with sand and gravel, one (1) pump boat, compressor, heaving line, torch and spear gun and 86 sacks of sand. Arrested persons were charged before the Court and others under the City Ordinance and pay fine for the corresponding offenses.

C. ACTION PLAN 1. Create / Organized Special Weapon and Tactics (SWAT) Team purposely to answer any high risk alarm like Hostage Taking, Bank Robbery and Organize Crime Groups. 2. The acquisition of 1,000 Sq meters lot from the City Government for use of Talisay City Police Station to create new City design Station. 3. Train and organized SOCO team for Talisay City Police Station. 4. Organize, train, equip and develop Homicide and TRS investigators. 5. Conduct more aggressive saturation drive to areas reputed to be hotbeds of criminality. 6. Established a functional BIN. 7. Creation of Motorpool Section to handle problems of vehicle maintenance personnel requirements will be source from the mechanics and drivers hired by Talisay City Hall. 8. The creation of a newly Police Visibility point to be built in Sitio Kawatan near the Mananga Bridge in Tabunok, Talisay City. This project was already approved by the City Mayor and Council of Talisay City but the problem is to convince the private owner to donate the said lot to the PNP for permanent building to be utilize soon as City Sub-Station. 9. The creation of another Police Visibility Point in Tangke, Talisay City the second floor of Barangay Hall which is now under construction and already functional wherein four (4) personnel were detailed to composed as Market Denial and police Visibility.

D. ASSESSMENT The City of Talisay will continue to be a progressive and peaceful City in the province of Cebu. However, with the implementation of RA 9344, it is expected that crime against person and property will increase as minors in conflict with the law knows that they dont have criminal liability when they commit crime because they were released after the period of 1 3 days reorientation by DSWD. After each detention / confinement they are free again and commit the same offense in this community. E. RECOMMENDATION 1. It is therefore respectfully recommended that higher authorities consider for the amendment on the said law. 2. Increase the personnel strength and reduced the police population ratio.
