New options help graduates keep health insurance

Not too long ago, graduation from high school or college into the world of adult independence meant losing health insurance coverage. Today, because of changes to the nations health care laws, more young adults under the age of 26 are staying on their parents insurance. For both high school and college graduates who are not seeking further education, it may take some time to find a job. And that first job may not offer health insurance until the end of a probationary period. Some may not offer health insurance at all. The risks to health and finances of young people getting sick or injured while in between, led to changes in our health care laws. Under the Affordable Care Act, passed in March of 2010 and also known as the health care reform law, parents who already have family or dependent coverage can continue to insure adult children until age 26 even if they are married, not living at home, financially independent, or attending school. Many plans even allow coverage if the adult child is eligible for an employers health care plan. This portion of our health care reform law took full effect in June 2011 and has extended health insurance coverage to 2.5 million young adults across the United States. Most insurance plans will allow adding an adult child under the age of 26 to family health insurance

coverage, though there may be some conditions or a waiting period. For a college graduate, losing student health insurance is considered a qualifying event that allows immediate c o v e r a g e . Applications must be made promptly, usually within 30 days of losing insurance coverage. The site explains adult child coverage as well as other parts of the health care law. Though young adults tend to be healthier and often think they can risk going without insurance, accidents and illnesses can happen. Make sure you know your health care options. Kozy Kids Summer Day Camp to run June 18-Aug. 10

Kozy Kids Summer Day Campfor ages 5 and 6will be offered at Kosciuszko Community Center, 2201 S. 7th St., June 18-Aug. 10 (no camp July 4). Kozy Kids Campwhich has been taking place for 10 yearswill provide a variety of activities for children including learning to play lots of sports, reading, playing in the game room with an ample number of games, signing songs, and making snacks. In addition, there is an arts and crafts program that will involves painting, coloring, and many other hands-on activities. Every week, the kids will go swimming at Pelican Cove outdoor swimming pool, take a trip to the library for storytime, and also go on a field trip to fun and educational places like Discovery World. Breakfast, lunch and snacks are provided for free every day. Day Camp starts every morning at 9 a.m. and ends at 3 p.m. Late pick-up until 4 p.m. is available for an additional $5.00 per week per child. Polish Fest set for June 15-17

Americas largest annual Polish festivala weekend of Polish food and non-stop cultural entertainmentwill run June 15-17 at the Summerfest Grounds-Henry W. Maier Festival Park in Milwaukee. As a way to celebrate, Polish Fest is offering special admission prices on June 15. From noon until 5 p.m., festival admission is 50 cents, and after 5 p.m. admission is $5. Celebration began in Texas

Juneteenth, celebrated on June 19, is the name given to emancipation day by AfricanAmericans in Texas. On that day in 1865 Union Major-General Gordon Granger read General Orders, No.3 to the people of Galveston. It stated: "The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages. They are informed that they will not be allowed to collect at military posts and that they will not be supported in idleness either there or elsewhere." Large celebrations on June 19 began in 1866 and continued regularly into the early 20th century. The African-Americans treated this day like the Fourth of July and the celebrations contained similar events. In the early days, the celebration included a prayer service, speakers with inspirational messages, reading of the emancipation proclamation, stories from former slaves, food, red soda water, games, rodeos and dances. The celebration of June 19 as emancipation day spread from Texas to the neighboring states of Louisiana, Arkansas and Oklahoma. It has also appeared in Alabama, Florida, and California as AfricanAmerican Texans migrated. In many parts of Texas, ex-slaves purchased land, or "emancipation grounds," for the Juneteenth gathering. Examples include: Emancipation Park in Houston, purchased in 1872; what is now Booker T. Washington Park in Mexia; and Emancipation park in East Austin. Celebration of Juneteenth declined during World War II but revived in 1950 at the Texas State Fair Grounds in Dallas. Interest and participation fell away during the late 1950's and 1960's as attention focused on expansion of freedom for AfricanAmericans. In the 1970's Juneteenth revived in some communities. For example, in Austin the Juneteenth celebration returned in 1976 after a 25 year hiatus. The preceding information was taken form the Texas State Library and Archives Commission Web site.

Northcott Neighborhood House is organizing Milwaukee's 40th annual Juneteenth Celebration. Juneteenth is held on Martin Luther King Jr. between Center and Burleigh Streets. The celebration goes from 9 a.m. to 6 p.m. and includes a parade. Vendors line this route on both sides of the street. The event has drawn 40,000 people attended Juneteenth in past years. Northcott Neighborhood House is located at 2460 N. 6th Street. Services provided by Northcott include: Head Start Centers for children to get an early start on education; A Fresh Start program to increase low income family home ownership and provide employment opportunities for the Milwaukee area; Community Services that provide food, clothing, a computer lab, GED education, and summer activities for families. Juneteenth a legal holiday in Wisconsin

While Juneteenth Day has been celebrated for more than 145 years, this is the second year it is a legal holiday in Wisconsin. "Milwaukee has long celebrated Juneteenth Day and I am proud that Wisconsin is moving forward to recognize this important holiday across the state," Governor Jim Doyle said during a bill signing ceremony Dec. 1, 2009 at Northcott Neighborhood House. "Juneteenth Day marks a historic milestone in our nations history and celebrates the freedom that unites all Americans."

Senate Bill 170 made Juneteenth Day, June 19, an official legal holiday. Juneteenth Day is the oldest known celebration commemorating the end of slavery in the United States. On June 19, 1865, slaves in Texas first received word that all slaves in the U.S. had been freed by President Lincoln. Milwaukee first celebrated Juneteenth Day in the 1970s, and the annual event continues today. The bill was introduced by Sen. Spencer Coggs (D-Milwaukee) and was approved by the state Senate in October 2009, with the state Assembly

following a short time later. "Wisconsin is now the 32nd state to officially recognize Juneteenth as a state holiday or state holiday observance," said Mona Adams Winston, board member of the National Juneteenth Observance Foundation (NJOF) and Co-Chair of the Madison Juneteenth Celebration, along with CoChair Annie Weatherby-Flowers. "We have been celebrating Juneteenth in Madison for 20 years. This is really a historic achievement and I am proud to have been able to speak at the state capitol in favor of this bill."
