SPECIAL ARMY INSTRUCTION No.2/S/08 New Delhi .....i% day, October 2008 2/8/08 REVISION OF PAY SCALES, FIXATION OF INITIAL PAY IN THE REVISED PAY BANDS, GRADE PAY, MILITARY SERVICE PAY AND REGULATION OF PAY ON PROMOTION FOR ALL OFFICERS INCLUDING ARMY MEDICAL CORPS (AMC), ARMY DENTAL CORPS (ADC), REMOUNT & VETERINARY CORPS (RVG), SPECIAL LIST (SL), REGIMENTAL COMMISSIONED OFFICERS (RCOs), SPECIAL COMMISSIONED OFFICERS (SCOs), ARMY POSTAL SERVICE (APS) DEFENCE SECURITY CORPS (DSC), BORDER ROADS ORGANISATION (BRO) AND THOSE OF TERRITORIAL ARMY (TA) CONSEQUENT TO IMPLEMENTATION OF THE DECISION OF THE GOVERNMENT WITH RESPECT TO RECOMMENDATIONS OF THE SIXTH CENTRAL PAY COMMISSION FOR THE INDIAN ARMY SECTION |: GENERAL 1, In pursuance of the recommendations of the Sixth Central Pay Commission and the Government decision thereon, the existing scales of pay admissiiole to Army be revised with effect from 01 January 2006 and pay fixed in the revised scales in accordance with provisions of this instruction. The provisions of this Army instruction will apply to ail officers including Army Medical Corps (AMC), Army Dental Corps Remount & Veterinary Corps (RVC), Special List (SL) and Regimental Officers (RCOs), Special Commissioned Officers (SCOs), Army Postal Service and those of the Territorial Army (TA) when embodied - and on Extra Regimental Employment (ERE) with Defence Security Corps (DSC), Border Roads (BRO) etc, who were on the effective strength of the Army as on 01 January 2006/ those who join the Army thereafter and to trainee officers who were undergoing commission training on 01 January 2006 and to trainee officers who join service after that. 2 The provisions of this instruction do not apply to officers of the National Cadet Corps (NCC), the Regular Reserve, Military Nursing Service (MNS), MNS (Local) and Re-employed officers, for whom separate orders will be issued. The provisions of Pay and Allowances Regulations for the (Officers) Army, 1954, as amended from time to time in various Army Instructions and Government orders which are not affected by provisions of this Army Instruction will remain unchanged. Separate instructions shall be issued for the financial benefit to be allowed to officers holding higher acting rank on or after 1.1.2006 and fixation/regulation of pay of officers holding / promoted to the rank of Colonel (Time Scale) on or after (1.07.2006. 3. Definitions in the instructions unless the context otherwise requires:- (a) “Existing Basic Pay" means pay drawn in the prescribed existing pay scale of the rank, including stagnation increment(s), but does not include any type of pay like special pay etc. Basic pay does not include Flying Qualification Pay/ Allowance, Technical Allowance, personai pay or any other special pay. . so (b) “Rank Pay” means the Rank Pay admissible to commissioned officers of the three services.. (c) “Existing Scale" in relation to an officer means the present scale applicable to the rank held by the officer as on 01.01.2006 in a substantive capacity. Explanation - In the case of an officer, who was on 01°" sanuary 2006 on deputation (out of the Indian Army) or on leave or on foreign service or who would have on that date officiated in one or more lower posts but for his officiating in a higher post, “existing scale” includes the scale applicable xo the post which he would have held but for his being on deputation out of Indian Army or on leave or on foreign service or as the case may be, but for his officiating in that post. (d) “Existing emoluments" means the sum of (i) existing Basic Pay, (ji) rank pay (iii) Dearness Pay appropriate to the Basic Pay and Rank Pay and (iii) Dearness Allowance appropriate to the Basic Pay + Dearness Pay plus Rank Pay at index average 536 (1982=100) (e) | "Pay in the pay band" means the pay drawn in the running pay bands specified in column (5) of Tables given at Para 4 (a) below. (f) “Grade Pay" is the fixed amount corresponding to a pre-revised pay scale / rank as specified in column (6) of Tables given at Para 4 (a) below. (g) “Military Service Pay (MSP)" is as defined in the Entry at S. No.2 in Annexure-2_ Part-A of the Government of India Resolution No. 1(30)/2008/D(Pay/Services) dated 30.08.2008 published in the Gazette of India Extraordinary Part | Section Ill vide SRO 1(E) dated 30.08.2008 (hereinafter called Resolution). MSP will be treated as pay for all purposes except for computation of increments and dete financial benefit of MSP will be admissible from 01.09. for fixation of pay at the time of promotion except in the c: from Brigadier to Major General. — (h) "Basic Pay" in the revised pay structure means the sum of pay in Pay Band and the grade pay applicable, but does not include any other type of pay like special pay etc. In the case of officers in the pay scales of apex scale and COAS scale, basic pay means the pay in the prescribed scale. (i) "Revised Pay Structure" in relation to rank / post specified in column of tables at Para 4 (a) below means the Pay Band, Grade Pay and the MSP (if any) specified in columns (5), (6) and (7) of the said tables, unless a revised Pay band and grade pay or pay scale is notified separately for that post. () "Revised Emoluments" means the pay in the pay band plus the grade pay }) and MSP of the officer in the revised pay structure and includes the revised Non-Practicing Allowance, if any, admissible to him, in addition 4 (2) __()) For all officers except MNS.
