AMAICAN triple world record holder Usain Bolt has been listed at number 63 on the Forbes top 100 highest paid sports personalities list. Bolt earned US$20.3 million over the last 12 months, with most of his money coming from endorsements and contracts. His highest sponsor is sporting goods company Puma, which pays the athlete US$9 million annually. Bolt reportedly earned US$300,000 for his on the track exploits over the last 12 months. Heading the list of highest paid athletes is boxer Floyd Mayweather, who earned US$85 million. Mayweather unseated golfer Tiger Woods from the top spot he held over the last seven years. Woods is third on the list, with earnings of US$59.4 million. Also included on the list are Indian cricketers Mahendra Singh Doni (31) and Sachin Tendulkar (78).

or many in the immigrant community, June 16th, 2012 will be a day they remember with joy and gratitude. It was on this memorable date that President Barack Obama announced that he would halt the deportation of an estimated 800,000 young undocumented immigrants refer to as Dreamers. The president without the consent or support of congress announced this new policy. The policy change directed the Department of Homeland Security (DHS) to offer deferred action status to Dreamers who entered the US illegally or without inspection. Under the new deferred action policy, United States Citizen and Immigration Services (USCIS) will exercise prosecutorial discretion and permit these Dreamers to apply for work authorization. The new policy also applies to Dreamers already in deportation or removal proceedings in front of an immigration court or judge. Many have referred to President Obamas new policy as the Dream Act, but it is not. The policy change announced by the president on June 16th, 2012 is a temporary relief from deportation for certain class of undocumented immigrants; this relief must be renewed every two years.

This new policy does not provide a path to citizenship or legal permanent residence. While the Dream Act voted on in both houses of congress provided a path to citizenship and legal permanent residence. In spite of its limitations the Presidents efforts to address a broken immigration system was welcome by most American and by all in the immigrant community. The new policy stop the deportation of undocumented immigrants who entered the US under the age of sixteen, and who are under the age of 31 as of June 15th, 2012. Continued on page 4

e all agree that the job of any police office or security personnel could be very dangerous and life threatening. In fact, the families of these officers are always in fear for their own security and protection. It is a very hard and risky job that most people would never consider. However, police officers especially those from the New York Police Department (NYPD) are notorious for harassing and abusing their authorities when dealing with civilians especially Blacks and Latinos. The situation was out of control to the point that in 1993, under the leadership of former New York City Mayor David N.

The questionthat is being asked, why would an NYPD officer, knowing that there are laws to protect civilians from police actions continue to aggressively chase an unarmed person in violation of his human rights? We understand that a significant number of cases involving police abuse or infringement on the rights of civilians especially among the African Americans were never reported. Nevertheless, we hope justice will prevail and the family of Ramarley will be reassured and compensated for their lost. A child is however, priceless to any parent.

ver the last few years, the state of black love and the single black, bitter female, has come to the forefront with such movies as, Waiting to Exhale and For colored girls who have considered suicide when the rainbow is enuf. Never before has there been such a microscopic eye focused on our relationships, as young women, previously repressed and afraid to discuss what ails them, are finally beginning to open up and tackle the elephant in the room. Why are so many black women unmarried and without a steady partner by their side? Specifically, why do so many strong independent black women, remain unmarried and find it difficult to find love? Is it because we have nothing to choose from or do we have too many to choose from; so therefore we hesitate to choose? Although statistics show that the percentage of black people marrying is more than it has been since the late 1970s, the overall average of black women who will remain unmarried is staggering, if not frightening. According to the statistics, at least 45% of black women are unmarried and the numbers are even higher if you are a successful black woman. Many things can be attributed to this study, as not only do black women outnumber black men, but many black men are incarcerated, already married, gay, or have married outside of their own race. Many guys however, would state that black women are too bitter, are always fussing and set their standards too high, and so they are then turned off from dating black women or even marrying them. Black women are too strong-willed, too stubborn and too argumentative, I heard a friend of mine say recently. If only you guys could be a little bit more feminine, and not as fussy, we would marry you. As I listened to this crock of baloney that Donovan (of course not his real name), was spewing out of his mouth to me, I calmed myself and really thought about the answer before I gave it to him. So tell me something, I asked him. Why are you single? You being a black man should never, ever be single, as you have too many women

somewhere is your prince charming, maybe not on a white horse and with the best of credit, but with a heart to love you, your weaknesses and also your strengths. He will look you in the eye and say, Baby, where have you been all my life, as I could have used your support by my side a long time ago. The unfortunate thing is that we do not see our own beauty at times and allow so many things to take control of our lives. I myself never allow a man to affect me that much, and will forever know the beauty of Sandy Daley.

Continued from page 1 The policy further requires that the undocumented immigrant be in the US for five continuous years, have not been convicted of a felony or significant misdemeanor offense, or three or more non-significant misdemeanor and graduate from high school with a diploma or earn a GED or serve in the military. The eligible immigrant may apply for work authorization that is renewable every two years with no limitation on future application. Under this new policy, children under sixteen years old who are undocumented cannot apply for deferred action but cant be deported before then, either. DHS is currently working on the details of the process that must be followed by each applicant. Right now, there is no process for individuals to affirmatively apply for deferred action. Do not apply now because your application will be rejected. U.S. Citizenship and Immigration Services (USCIS) will devise a plan within 60 days (before August 14, 2012) that allows people 15 and older to affirmatively apply for both deferred action and work authorization. People with final orders of removal will also apply to USCIS. Applicants whose application has been denied will be refer to ICE if the applicant has a criminal conviction or if there is a finding of fraud in his or her request.

Some residents in Brooklyn will have an easier time finding a parking space starting Monday. That's when alternate side parking rules will be suspended in parts of Sunset Park and Greenwood Heights. Crews will begin installing new signs about the reduced parking regulations. The suspension will last about six weeks. This is the second phase of reducing street cleaning from twice a week to once a week. As for the first phase, the new parking rules for parts of Sunset Park, Greenwood Heights and Windsor Terrace go into effect on Monday, July 2.

Laurelton, NY: ew York City Councilman James Sanders, Jr. (D-Laurelton) joined with national and regional chapters of the NAACP and thousands of other protestors in Manhattan last Sunday in a silent march led by the Reverend Al Sharpton against the injustice of Stop & Frisk, an NYPD policy that allows officers to detain and search citizens on any suspicion of carrying a weapon. The highly controversial practice has been deeply flawed from the beginning, serving as little more than a means to legalize racial profiling and granting police officers near free reign to harass anyone they suspect may be carrying a weapon, regardless of actual physical evidence. Not surprisingly, the policy has come down hardest on communities and individuals of color, who have borne the brunt of the stops and searches. The silent march along fifth avenue on Sunday was made all the more symbolic by the fact that it took place on Fathers Day, with hundreds of fathers marching in lock step with their sons to fight what could easily become a generational scourge of prejudice and rampant injustice.

fter a long battle with colon cancer Jamaican-born Bronx resident and community leader Melody Fraser succumbed to the disease on June 14 at her family home in Spanish Town, Jamaica WI. She was 55 years old. The funeral service in honor of Fraser is scheduled for Saturday (June 23) at the Bethlehem Evangelical Church of Christ with interment at Dovecot Memorial Park, both in Spanish Town. Fraser is a former secretary of the Jamaica Impact, Inc., a not-for-organization that focuses on helping children and other charities in Jamaica. She is survived by husband, Leroy and three children.

Johnson announced on June 13 the indictment and arrest of a New York City Police Officer for the shooting death last Winter of Ramarley Graham, an 18year-old unarmed civilian. The grand jury charged Police Officer Richard Haste, 31, with one count of Manslaughter in the first degree, a Class B felony offense, and one count of Manslaughter in the second degree, a Class C felony offense. Conviction of the most serious Class B felony charge is punishable by a maximum sentence of up to 25 years imprisonment. If Haste is found guilty of the less serious Class C felony offense, the maximum sentence allowed by law would be no more than 15 years imprisonment. Haste, a Bronx resident assigned to the 47th Precinct, was arraigned before Acting State Supreme Court Justice Martin Marcus. The officer pleaded not guilty to charges. His attorneys and union say Haste shot him because he believed the teen had a gun. The judge set bail at $50,000 cash or bond and adjourned the case to Thursday, September 13, 2012 in State Supreme Court Part 60. Graham was shot to death in a bathroom in his home on East 229th Street on February 2, 2012. The indictment alleges that Haste caused the death while act-

ing with intent to cause serious physical injury (to Ramarley Graham) by shooting him. The grand jury also alleges that the defendant had acted recklessly in causing Grahams death. Since February, Graham's family and members of the Bronx community held weekly marches to the police precinct to demand the indictment of the involved officers. "He and Richard Haste were within feet of each other and Ramarley Graham was not in possession of a deadly weapon," said Bronx District Attorney Robert Johnson. "No matter what transpired previously, it is our position that one could not form a reasonable belief that they were in jeopardy of deadly physical force."

he governing People's National Party, PNP says it will not consult with Jamaicans on whether to retain the Privy Council as the final appellate court. In a six point statement , the PNP's Legal Adviser Senator A. J. Nicholson drove home the party's reasons for not supporting the Opposition Jamaica Labour's Party consistent calls for a referendum to be held on the matter. Senator Nicholson noted that neither in the country's Constitutional arrangements nor in the judgement of the Judicial Committee is there any requirement other than than that of a two-thirds majority vote to be obtained in each House of Parliament for Jamaica to subscribe the Appellate Jurisdiction of the Caribbean Court of Justice. Senator Nicholson argued that there are Jamaicans who wish to have a referendum, without taking note of the cost factor--that of hundreds of millions of dollars - when that's not required by law or constitutionally provided for. Moreover, he noted that such a move is fraught with great danger to Jamaica's judicial system. Senator Nicholson did not stop there, he argued that access to the country's courts-at whatever level-is one of the fundamental rights to which Jamaicans are entitled.
Dressed in green prison fatigues, R. Allen Stanford entered a federal courthouse in Houston today to hear U.S. District Judge David Hitner pronounce his prison sentence. The decision: 110 years. Prosecutors had asked that the onetime billionaire financier get 230 years in prison. (note: Bernard Madoff is serving 150 years). The prosecutor told Judge Hitner, 230 years will not get anyone their money back but on sleepless nights they will know that he got the maximum. I think 110 years will give them just as much comfort. During the proceeding, Stanfords attorney, Ali Fazel, objected to the use of the term Ponzi scheme, but Hittner said the evidence at trial justified it. Its not like Stanford could be any more insulted. The prosecutors also compared him to Bernie Madoff. That too caused Fazel to speak up on behalf of Stanford by saying of Madoff, he didnt invest time in anything. Not sure what he was going for with that comment but I took it that Stanford worked harder at his fraud than did Madoff. Speaking on his own behalf, Stanford recounted his last three years, including his beating in September 2009. The best that he could say as a compliment for those who prosecuted him was, I wouldnt wish this on them. While he acknowledged that he felt sorry for depositors, employees and his own family for the failure of Stanford Financial, he managed to slip in, Im not a thief, and, I never defrauded anyone. Victims in the courtroom, all dressed in black, begged to differ.

By Athaliah Reynolds-Baker KINGSTON, Jamaica (JIS) -inister of Industry, Investment and Commerce, Anthony Hylton, said the government of Jamaica is working to implement a system called mobile money, which will allow customers to carry out monetary transactions using their mobile phones. Speaking during the 2012/13 Sectoral Debate in the House of Representatives on Wednesday, Hylton said the system is being developed in collaboration with the Development Bank of Jamaica, and will be initially rolled out through a pilot project, following analysis by the Bank of Jamaica (BoJ). Mobile Money is expected to allow customers to check bank account balances and make payments via their mobile phones, as well as transfer funds from person to person. This has the potential to reduce transaction costs for micro-finance institutions which will lead to a reduction in interest rates to micro-borrowers, and greater stimulation of economic activities, he stated. Hylton said that similar systems are popular in places such as Kenya, where they serve to increase access to financial services by persons who do not normally have a bank account.

s a practicing Immigration Attorney, I applaud the Administrations recent announcement on June 15, 2012 that younger immigrants may be eligible for "Deferred Action" and work authorization. Until such time that Congress passes the DREAM Act, the Administrations announcement provides welcome relief for young people who have been out of status through no fault of their own. The policy will grant qualified immigrants the opportunity to live free from fear of deportation and allow them to work legally in the United States. Travel authorization is still being discussed and this issue will be resolved in the upcoming weeks as part of the implementation plan. To qualify, an individual must: have arrived in the U.S. when they were under the age of sixteen; have continuously resided in the U.S. for at least five years prior to June 15, 2012 and have been present in the U.S. on June 15, 2012; currently be in school, have graduated from high school, have a GED, or be an honorably discharged veteran of the U.S. Coast Guard or the U.S. Armed Forces; not have been convicted of a felony offense, a "significant misdemeanor offense," three or more non-significant misdemeanors, or otherwise pose a threat to national security or public safety; and have been under thirty-one years old on June 15, 2012. The deferred action offer will be available to those in removal proceedings, those with final removal orders, as well as to those who apply affirmatively.

Those who meet the criteria will be eligible to receive deferred action for a period of two years, subject to renewal. Although this guidance takes effect immediately, implementation of the application process will occur within sixty days, by the middle of August. In the interim, it is advisable that intending applicants begin the process of putting their paperwork in order. Documents sufficient for an individual to meet the criteria include but is not limited to: financial records, medical records, school records, diplomas, GED certificates, report cards, school transcripts, military personnel records, and military health records. Until the process has been announced by the federal government, one should be careful not to pay fees to anyone claiming they can submit an application for deferred action. This is especially important if you are not currently in removal proceedings. It is imperative that intending applicants contact a Licensed Attorney for more information on applying for deferred action.

t is very likely that there is a current bullying situation at your childs school. The prevalence of bullying is staggering: estimates range from 10% of children who were said to be victims of severe acts of bullying to 75% of students who reported being bullied at least once during the academic year. Researchers have concluded that at least 25% of all children will be affected by bullying at some point during their school years. Bullying occurs when a student is repeatedly harmed, psychologically and/or physically, by another student or group of students. Bullying may not be as obvious as you think. It presents itself in many forms, including, but not limited to, physical assaults or aggressions, verbal and/or physical threats, intentional exclusion from a group, spreading rumors, repeated name calling, and harassment through online social networks. In addition, boys and girls tend to bully differently. Boys tend to engage in more obvious aggressive behaviors, whereas girls bullying is less noticeable and include spreading rumors and teasing. A common misconception is that bullying is an unavoidable

part of childhood and adolescence. As a result, these behaviors go unnoticed by teachers and parents. Here are some warning signs that your child might be the victims of bullying; Ask yourself the following questions: Does my child fear going to school? Is my child anxious about school? Has my child been out sick a lot? Does my child complain about not feeling well as a way of avoiding school? Have I noticed bruises on my child? When I ask my child about the bruises, what is the response? Does my child have friends? Have I seen the way they interact? Is my child submissive or withdrawn with other children? Does my child seem unhappy or insecure? Does my child talk about nobody liking her or not having any friends? Does my child have difficulty being assertive? Talking to your child about being bullied may be a difficult thing to do, but you must intervene and advocate on your childs behalf if she or he is being victimized. If you suspect that your child is being bullied, talk to a school administrator about the problem.
Despite the sweltering heat on Thursday, more than 100 parents, youth and community leaders filled the Macedonia Community Center to support the City of Mount Vernon Youth Bureaus King Solomon & Queen of Sheba Afrikan Youth Celebration. he city's plan to close 24 low-performing public schools cleared a hurdle Friday. The state education commissioner approved the creation of two dozen new schools to replace those on the chopping block. The city would receive about $60 million in federal grants if an arbitrator also signs off on the move. More than 3,500 teachers, administrators and school aides received letters Monday informing them that their positions will be eliminated at the end of the school year. The closures would enable school officials to require all of the teachers to reapply for their jobs.

he Health Department clarified mobile food vending regulations in an effort to help improve the sanitary practices of New York Citys vibrant street food culture. The reformulated regulations better explain equipment requirements to improve vendors sanitary practices and decrease the threat of food-borne illnesses, expand options for storing vending units overnight, and improve oversight of operations. New York City is the capital of mobile food vending and these modifications will make enjoying this part of the citys culinary culture safer for diners, said Health Commissioner Dr. Thomas Farley. Were also clarifying the requirements for food vendors, making compliance simpler and more transparent. If the proposed regulations are adopted, permit holders, who may not always operate the cart or truck, will be required to appear in person when the cart or
will have to maintain a daily log of the date and time vending units enter and exit. While food carts have become a fixture on New York City streets, the proposed changes will help ensure that a balance is kept between the needs of both vendors and pedestrians. Cart size for all vendors that do not prepare food, including Green Carts that specialize in fresh fruits and vegetables, would be capped at five feet in width and ten feet in length. The size for all non-motor vehicle carts would be subject to the same size limits. Vendors and consumers are invited to submit comments on the proposed rules by July 19 for a hearing on the proposal.
