Scheme for Cold Chain, Value Addition and Preservation Infrastructure


Objective :
To provide integrated and complete cold chain and preservation infrastructure facilities without any break, from the farm gate to the Consumer
To enable linking groups of producers to the processors and market through well equipped supply chain

To establish value addition with infrastructural facilities like sorting, grading, packaging and processing for horticulture including organic produce, marine, dairy, poultry, etc.

Pattern of Assistance :
Provides grant-in-aid @ 50% of the total cost of P&M and technical civil works in general areas and 75% for NE Region and difficult areas subject to a maximum of Rs.10.00 crore

Scheme for Cold Chain, Value Addition and Preservation Infrastructure


Eligible Project Components:
Minimal Processing Centre at the farm level with facilities such as weighing, sorting, grading waxing, packing, pre-cooling, Controlled Atmosphere (CA) / Modified Atmosphere (MA) cold storage, normal storage and IQF. Mobile pre-cooling vans and reefer trucks. Distribution hubs with multi product and multi CA /MA chambers, cold storage /Variable Humidity Chambers, Packing facility, CIP Fog treatment, IQF and blast freezing.

To avail financial assistance, any two of the above components, to be part of project
Irradiation facility.

Irradiation facility though treated as a stand alone project for purpose of availing grant.

Schedule of Release of Grants


Assistance is payable in three installments as: 1st installment of 25% of the total grant
To be released after proportionate expenditure of 25% of the promoters contribution and 25% of the term loan

2nd installment of 50% of the total grant


To be released after utilization of first installment of grant and proportionate expenditure of 75% of the promoters contribution and 75 % of the term loan

3rd and final installment of remaining 25% of the grant


To be released after utilization of the second installment and proportionate expenditure 100% of promoters contribution and 100%

Eligibility Criteria
Basic eligibility criteria are: Applicant to have net worth of at least 1.5 times of grant amount applied
Any business entity including proprietorship concern, partnership firm/LLPs or Pvt./Public Ltd. company can apply under the scheme Net worth of applicant entity would only be considered, not that of parent company, subsidiaries/group companies or promoters CA certified networth certificate to be submitted which should clearly mention the details of assets and liabilities

Applicant should have submitted a Detailed Project Report (DPR), having broad contents given (as per template of DPR), duly appraised by bank / financial institution with sanction of term loan from bank, if any
In case of a term loan, final sanction letter from bank is to be submitted Appraisal note from bank/FI is required even if there is no term loan proposed Appraisal should be done for all the proposed locations and components/facilities

Eligibility Criteria
Basic eligibility criteria are: As per Para.3 of the Operational Guidelines of the Scheme, project must have at least two of the components out of (a), (b) or (c) mentioned in the Guidelines. Project for setting up of Irradiation facility may though be treated as a stand-alone for the purpose of availing grant. As per Para 6.0 of the Operational Guidelines of the Scheme, Applicant or its associate concerns should not have availed any financial assistance under this Scheme

Other Requirements
Proposals having suitable land will be given preference Last date of submission: 10.07.2012 (by 4.00 PM) Two separate demand drafts to be submitted along with the proposals/EOIs Rs. 1 lakh as refundable security deposit Rs. 10,000 as non-refundable cost of bid document Project should not have commenced commercial production prior to submission of application
Commercial production of any of the integral components proposed under the project should not have started commercial production In case of applicants who had applied against EoI during 2010-11 (Initial submission date was 16.08.2010 which was later extended to 30.09.2010) and applying against present EOI, the project should not have commenced commercial production prior to 30.09.2010

Other Requirements
All pages of the proposal are to be properly numbered Proposal should contain an Index as first page of the proposal indicating the various documents submitted along with page no. Proposal without proper referencing is likely to be rejected
