The last in a three-part series, our panel members address the question: How will the decision impact public opinion and the upcoming election? Joe Wagner, Vice President, Public Affairs, Ketchum Washington, D.C.: The Supreme Court ruling put healthcare back into the center of the political debate. The Supreme Court upheld the healthcare law in a splintered, complex opinion that gives President Obama a major victory. The decision gives Obama and the Democrats a fresh opportunity to tout the benefits of his healthcare law but it also gives Mitt Romney and the Republicans a battle cry for the upcoming campaign to the effect that the healthcare law means higher taxes for consumers and needs to be repealed. How much either political party chooses to make this a leading issue in the upcoming campaign remains to be seenManyhave said that its not a smart political move for Romney to try and elevate the healthcare issue given his prior positions on healthcare reform when he was governor of Massachusetts. Meanwhile, For President Obama, there is a fair amount of healthcare reform fatigue that exists in the nations psyche and the American people are more worried about job and the economy in the short term. President Obama will likely try and change the conversation away from healthcare. The bottom line was that the Supreme Court decision highlighted it will be a rough and tumble campaign when it comes to the healthcare discussions.

Chris Shreeve, Senior Vice President, Practice Lead, Social Marketing, Ketchum Washington, D.C.: The most recent polls show public opinion beginning to embrace parts of the health care act, most likely due to the heavy coverage and vetting of it over the past few weeks. This bodes well for the Administration if it can persuade the public that health care coverage for the majority of Americans is a net benefit for everyone. If the government can make a case over the next few months for the law and it has a lot of work to do to make that case it could help the Obama campaign even if just barely. The key piece and as communicators we should watch this closely is how the story gets told. Will the Republicans not only condemn Obamacare and resolve to repeal it, but come up with a plan that works for the nation? And will it be a story that they can communicate with

From the other side, we should be looking for a narrative that that attempts to resonate language that positions the law as having the potential to revolutionize the health care delivery system and to provide better health care at lower costs lets watch and see how well they can tell it.

Nancy Hicks, Senior Vice President, Associate Director, North America Healthcare Practice, Ketchum: The halo of legitimacy that this decision imparts will boost public support for the law. It will also validate President Obamas decision to address healthcare reform in his first term and will ensure his legacy on this issue. Despite the repeal promise of Republican leaders, healthcare is likely to recede as a campaign issue. This is due in part to the clarity of the law going forward and because the Republicans want to keep the focus on the economy. It is also difficult for Governor Romney to make the argument against a tax for lack of compliance with the mandate when he used the same mechanism in the overhaul of Massachusetts healthcare.

Jeff Levine, Former CNN Medical Correspondent and Former WebMD Washington Bureau Chief: Certainly, the complexities of the law are intimidating and many of its benefits are still to be realized. The proponents argue consumers will have a more favorable view over time as they get comfortable with the programjust as seniors have with the Medicare prescription drug benefit in spite of early objections it was too complicated. However, the reality of a conservative Supreme Court affirming a liberal health plan should provide something of a bump for Obamas re-election campaign. It could also pose problems for challenger Mitt Romney who championed a similar program in Massachusettssomething he now opposes as a national solution for the uninsured. In any case, had the ACA gone down in the Supreme Court it would have been a PR debacle for the president.
