PRINCIPLES OF PARTICIPATORY GOVERNANCE 1. Mutuality, Collegiality, and Collaboration


COS governance and decision-making processes are based on a recognition of and respect for the interrelationships of constituent groups.

PRINCIPLES OF PARTICIPATORY GOVERNANCE 2. Transparency


The district values transparency and strives to maintain an open and honest approach to decision-making, operations and communication. Everyone who will be impacted by a decision is encouraged to be involved in shaping the recommendation.

PRINCIPLES OF PARTICIPATORY GOVERNANCE 3. Representative Participation


This principle supports the use of democratic processes to ensure that the voices of all constituent groups are included as appropriate.

PRINCIPLES OF PARTICIPATORY GOVERNANCE 4. Mutual Accountability


The principle of mutual accountability refers to the importance of the members of the various constituent groups adhering to their roles and following through on their responsibilities.

This principle requires that the separate and mutual areas of responsibility for governance and decision-making be clearly articulated. This document is evidence of the districts commitment to this principle.

While the college appears to have numerous, detailed planning processes in place, the linkages among the various components is not apparent.
Evaluation report 2012

IA3. Using the institution's governance and decision making processes, the institution reviews its mission statement on a regular basis and revises it as necessary. IA4. The institutions mission is central to institutional planning and decision making.

IB2. The institution sets goals to improve its effectiveness consistent with its stated purposes. The institution articulates its goals and states the objectives derived from them in measurable terms so that the degree to which they are achieved can be determined and widely discussed

IB3. The institution assess progress toward achieving its stated goals and makes decisions regarding the improvement of institutional effectiveness in an ongoing and systematic cycle of evaluation, integrated planning, resource allocation, implementation, and reevaluation

IB3. Evaluation is based on analysis of both quantitative and qualitative data.

IB6. The institution assures the effectiveness of its ongoing planning and resource allocation processes by systematically reviewing and modifying, as appropriate, all parts of the cycle, including institutional and other research efforts.
