A Brief History of Automation

(December) Republic Act 8436 authorizes use of an Automated Election System beginning with the 1998 elections

Due to lack of time, only the elections in LDS, Maguindanao, Sulu, & Tawi-Tawi were automated

Automation project stalled due to repeated failed biddings Automated ARMM polls

Pilot test succeeds Republic Act 8046 authorizes pilot testing of a Computerized Election System in the ARMM

Automation project stalled due to the SC decision in ITFP v. COMELEC

(January) RA 9369 amends RA 8436 and authorizes a pilot test in 2007. Advisory Council recommends otherwise

Automated Election System


A system using appropriate technology which has been demonstrated in the voting, counting, consolidating, canvassing, and transmission of election results, and other electoral processes Its purpose is to ensure the secrecy and sanctity of the ballot and all election, consolidation and transmission documents in order that the process shall be transparent and credible and that the results shall be fast, accurate and reflective of the genuine will of the people - RA No. 9369 -

New Procedures in Voting


1) Voting hours is from 7:00 am to 7:00 pm.

2) Maximum of 1,000 voters per clustered precinct.


3) One PCOS machine per clustered precinct.

4) Names of candidates are pre-printed in the ballot.


5) Voters will personally insert/feed the ballots in the ACM.

1. Look

for your name in the Precinct Computerized Voters List (PCVL) posted near the door of the polling place, and determine your precinct number and sequence number.

2. Approach any member of the


Board of Election Inspectors (BEI) and the Book of Voters. The BEI will verify your identity and check if any of your fingernails have already been stained with indelible ink.

3. After the voters identity has been established by the BEI, the voter will affix his/her signature in the EDCVL or Election Day Certified Voters List.

4. The BEI will give the voter a ballot, ballot secrecy folder and marking pen and direct the voter to fill-up the ballot in the designated voting area.

5. The voter shall approach the PCOS and insert his ballot in the entry slot and wait until the message CONGRATULATIONS. YOUR VOTE HAS BEEN REGISTERED appear on the LCD screen.

6. The Third Member or support staff will apply indelible ink to the voters right forefinger nail or any other nail if there is no forefinger nail.

7. Return the ballot secrecy folder and marking pen to the Third Member or Support Staff, then leave the polling place.
