the facility is its own parent company

Ownership is not tracked year by year.
The latest owner of the facility is assumed
to have responsibility for all past pollution
by the facility.
Ownership is as of when PERI does its
analysis, not as of the latest TRI year. In
other words, the latest information within
TRI may be out of date (e.g. 2007 data
are released in 2009)
