Presidential Decree 603 of 1974

The Child is one of the most important assets of the nation. Every effort should be exerted to promote his welfare and enhance his opportunities for a useful and happy life. The child is not a mere creature of the State. Hence, his individual traits and aptitudes should be cultivated to the utmost insofar as they do not conflict with the general welfare. The molding of the character of the child starts at the home. Consequently, every member of the family should strive to make the home a wholesome and harmonious place as its atmosphere and conditions will greatly influence the child's development.

Presidential Decree 603 of 1974


The natural right and duty of parents in the rearing of the child for civic efficiency should receive the aid and support of the government. Other institutions, like the school, the church, the guild, and the community in general, should assist the home and the State in the endeavor to prepare the child for the responsibilities of adulthood.

What is a Child Friendly Barangay?


A barangay is child friendly when it is able to assure that all children possess the rights classified as SURVIVAL, DEVELOPMENT, PROTECTION, PARTICIPATION and ensure that their needs are

SURVIVAL RIGHTS
Inherent right to life, Right to name and nationality, Right to identity and those dealing with parental and governmental duties and obligations, Adequate and decent standard of living, Access to basic health care and services, social security and rehabilitation.

DEVELOPMENT RIGHTS
Access to educational opportunities, relevant information, play, leisure, cultural activities, and rights to freedom of thought, conscience and religion

PROTECTION RIGHTS
Cover those rights which guard children against all forms of abuses, exploitation and discrimination, and in areas where a child is considered to be in extremely difficult circumstances.

PARTICIPATION RIGHTS
Pertain to the rights of freedom to expression and to have ones views taken into account, involvement in decision making and consultative process, freedom of association and assembly.

PREPARATION

STATE OF THE CHILDREN REPORT


It serves as a commitment of the local administration. It is an instrument that measure if the vision for the children of the locality is achieved. It is also a means for policy advocacy and partnership for the realization of childrens rights. This is also an indicator of the local leadership in assuming their political accountability for the recognition, protection, promotion and fulfillment of the rights of the girl and boy child. Strengthened Local Council for the Protection of Children and State of the Children Report ensures that the best interest of children are served through responsible local governance.

By year 2025, the CHILDREN of Daet who are living in a financially stable families and child-friendly-communities, are healthy, value-oriented, effectively protected, empowered, productive and successful, are receiving strong support from the local government units and multi-sectoral entities who are providing the impetus for the childrens total growth and development.

Promote the welfare and development of children through enactment of legislation and implement related laws and ordinances. Develop doable and child-friendly plans, programs and activities. Provide basic social services and facilities for proper health, nutrition and quality education.

Born to a healthy mother, living in a safe environment, receiving quality health services and education for optimum survival, growth and development; Regardless of ethnic origin and exemptions, are enjoying a full childhood life enhanced and nurtured by their parents since their early ages in a community that promotes orderliness towards their total development and empowerment;

In Order to realize the goals, the following strategies shall be adopted and undertaken:
Formulate a Municipal and Barangay Development Plan For Children; Intensify and integrate various programs on children and women Inventory/ masterlisting and profiling (CBMS Survey)

All children have the inherent right to life. The state must meet the basic needs of children such as adequate and nutritious food, potable water, and access to health care. It includes reducing infant and child mortality combating diseases and rehabilitation.
