/S will always be 1.0. If greater than 1.0, then the pipe will be tested at a pressure
higher than 1.5 x P

. A pipe will always be tested at or near ambient temperature. But at ambient
temperature, a material is stronger than at some elevated temperature. So, for pipe that is
designed for elevated temperatures, S

/S adjusts the test pressure upward, recognizing that
the material is stronger at test temperature.
