Basic Cell Parameters

Physical Cell ID

Parameter Description
This parameter identifies a unique physical cell that can be included in only one cell
group. A system provides a total number of 504 physical cell IDs, which are classified
into 168 groups, each group containing three unique IDs.

When configuring this parameter, ensure that physical cell IDs should be space
multiplexing as planned.

Value Range: Int (0, 1, , 503)
Default Value: 0

Configuration Principles
A physical cell ID should be uniquely assigned for the same frequency point in the same
geographical area or in different PLMNs (especially at the cell edge).

To separate the primary synchronous channels among adjacent cells, ZTE recommends
you set them to 0, 1, and 2 because a macro eNodeB consists of three cells.

Basic Cell Parameters

CP Selection for Physical Channel

Parameter Description
This parameter indicates the cyclic prefix (CP) of the OFDM symbol, which is used to
determine the total number of OFDM symbols within one slot. When this parameter is set to
normal cyclic prefix, it implies that seven OFDM symbols are available within one slot.
When this parameter is set to extended cyclic prefix, it implies that six OFDM symbols are
available within one slot.

Configuration Principles
The CP is dependent on the multipath delay of a radio channel. In the presence of either
a large multipath delay or a large cell radius, extended cyclic prefix is recommended.

The extended cyclic prefix option can suppress radio interference caused by multipath
delay, but suffering from lower system capacity; and therefore it is recommended that
you set it to the default value.

Downlink System Bandwidth

Parameter Description
This parameter indicates the system bandwidth in the downlink, which is used to
determine the frequency domain location of the downlink physical channel as well as
downlink frequency allocation.

Configuration Principles
This parameter is dependent on the frequency bandwidth acquired by a mobile
operator. The downlink system bandwidth can either be identical to or different from
the uplink system bandwidth.

Modifying this parameter can have an impact on downlink resource allocation.

Parameter Description
This parameter indicates the system bandwidth in the uplink, which is used to determine
the frequency domain location of the uplink physical channel as well as uplink frequency
allocation.

Cell Transmit Power

Parameter Description
This parameter specifies the used transmit power.

This parameter is dependent on the cell radius and the planned downlink
throughput at the cell edge. The greater the cell radius or the planned downlink
throughput at the cell edge, the greater the value of this parameter is required.

Cell-specific Reference Signals Power

Parameter Description
This parameter specifies the absolute power value of the cell reference signal for each
resource element.

Configuration Principles
For the environment information about the use of the default value, see page 7 (Cell Max
Transmit Power).

This parameter is dependent on cell coverage. The greater the cell coverage, the greater
the value of this parameter is required. This parameter should be used for ensuring cell
coverage while achieving the maximum power.

A reference signal power value should be properly tuned in accordance with the required
power of the downlink control channel at the cell edge based on the link estimation
calculated by using such radio parameters as cell type, cell radius, and antenna height.

Parameter Description
This parameter specifies whether to enable the USER INACTIVITY feature.

This parameter specifies the time interval at which the UE is in inactive state.

This parameter specifies the maximum transmit power allowed for the UE configured on
the higher layer.

Sel_Qrxlevmin

Parameter Description
This parameter indicates the minimum required received power level of the cell
which satisfies the condition of being selected by UE. Only the measured received
power level of the cell is over Sel_Qrxlevmin can the cell be selected. Range of the
parameter is actual value which equals to double of value in 36.331.

Configuration Principles
For normal cases, the default value is recommended. In some urban area with a
few sites, the value of this parameter could be less than default value.

Q_RxLevMinOffset

Parameter Description
This parameter indicates the offset of the minimum required received power level of
the cell which satisfies the condition of being selected or reselected by UE. It will
affect the minimum required received power level in the cell. Range of the
parameter is actual value which equals to double of value in 36.331.

Configuration Principles
Offset to the signalled Qrxlevmin taken into account in the Srxlev evaluation as a
result of a periodic search for a higher priority PLMN while camped normally in a
VPLMN.For normal cases, the default value is recommended. For some higher
priority PLMN scenario, the value could be greater than the default value.
(Depending on the coverage, loading, requirements of the high priority PLMN.

Qhyst

Parameter Description
This parameter indicates the hysteresis value for cells. In cell-ranking criterion R of
cell reselection, the R value of serving cell equals to the measured value plus the
hysteresis value. For detail description please refer to TS 36.304.

Configuration Principles
This specifies the hysteresis value for ranking criteria of serving cell. If a cell is
ranked as the best cell the UE shall perform cell reselection to that cell.The default
value is recommende to be used in normal cases.The greater is the value of this
parameter, the harder to fullfill the reselection process.

Cell Selection and Reselection Parameters

ThresholdServing_Low

Parameter Description
This parameter specifies the low threshold for the serving carrier when the low priority carrier or
system is selected and the following conditions can be fulfilled:

The cell without any high priority carrier or system can meet the cell reselection criteria for
escalating to a higher priority.

When the Treselection threshold is not exceeded, SServingCell is smaller than


byThreshSvrLow while SnonServingCell,x (low priority carrier or system) is greater than
byThreshSvrLow (including inter-frequency and inter-system).

The UE has resided in the serving cell for more than one second.

Configuration Principles

This threshold is used when the UE evaluates and reselects a low-priority E-UTRAN or RAT
frequency point as the serving frequency point.

TheSServingCell threshold is applicable to the serving cell. When this SServingCell threshold
is reached, it is likely that the cell reselection will be triggered.

S_Intrasearch

Parameter Description
This parameter specifies the intra-frequency measurement trigger threshold for cell selection. The UE
is used to determine whether to implement the intra-frequency measurement.

Default Value: 14

Configuration Principles

When the quality of the serving cell is greater than the S_intrasearch value, the UE does not
implement the intra-frequency measurement.

When the quality of the serving cell is equal to or smaller than the S_intrasearch value, the UE
implements the intra-frequency measurement.

Setting this parameter to a too small value will cause the UE to fail in implementing the intrafrequency measurement in a timely manner, and thus failing to reselect an adjacent intrafrequency cell.

Setting this parameter to a too large value will cause the UE to waste battery resources.

IntraQ_OffsetCell

Parameter Description
This parameter specifies the intra-frequency cell reselection offset that is used to tune
adjacent cells using the R criteria, and therefore it is comparable to the Qhyst parameter.

Do not set this parameter to a too large value. Otherwise, the serving cell is very poor,
but cannot be reselected.

Intra_Pmax

Parameter Description
This parameter specifies the maximum available uplink transmit power, depending on
the UE type. It is used for intra-frequency cell reselection. If this parameter is void, the
UE will follow its own capabilities for further handling.

For more information, see page 12 (Pmax). The Intra_Pmax parameter is
dependent on the configuration data of adjacent cells.

Modifying this parameter can have an impact on SIB3.

Cell Selection and Reselection Parameters

The Timer for Cell Reselection in Inter-frequency E-UTRAN

Parameter Description
This parameter represents an inter-frequency cell reselection timer. Within the
TreselectionInterEUTRAN, a new E-UTRAN inter-frequency cell, which performs better
than the serving cell using the R criteria, can be reselected as a new serving cell.

Default Value: 1

Configuration Principles
This parameter is comparable to the tRslIntraEutra parameter, which represents
an intra-frequency cell reselection timer. You can set it to a value that is equal to or
slightly greater than the tRslIntraEutra parameter.
Modifying this parameter can have an impact on SIB5.

Intra-frequency Cell Reselection Priority

Parameter Description
This parameter specifies the priority for intra-frequency cell reselection. The smaller the value
of this parameter, the lower the cell reselection priority is.

Configuration Principles
The UE can implement the cell reselection process for only E-UTRAN frequency points
and inter-system frequency points that have acquired the priority based on the
corresponding system information. However, the UE will never consider any blacklisted
cell as a candidate for cell reselection.

If an adjacent cell has higher priority than the serving cell during the cell reselection
measurement, the UE will unconditionally enable the intra-system or inter-system
measurement. A higher priority cell takes precedence during the cell reselection process.

Modifying this parameter can have an impact on SIB3.

Intra-frequency Neighbour CSG Cell Physical Identity Range

Parameter Description
This parameter specifies the total number of CSG cells in an intra-frequency neighboring
CSG cell group.

Value Range and Step Length


Value Range: Enum (4, 8, 12, 16, 24, 32, 48, 64, 84, 96, 128, 168, 252, 504)
Default Value: 4

Configuration Principles
If this parameter is void, it implies that only one CSG neighboring cell is present.
The physical identify of this CSG cell is represented by the
intraFreqCSGPhyCellId_lowest parameter.

Parameter Description
This parameter specifies the DRX cycle for paging purposes.

Configuration Principles
When the UE is in idle state but the DRX is being used, the UE needs to monitor a
P-RNTI in a paging occasion every DRX cycle.
Modifying this parameter can have an impact on other UEs being in idle state.

Parameter Description
This parameter specifies the nB that is used to derive the paging frame and paging
occasion, as defined in TS36.304.

Configuration Principles
This parameter is an integer multiplied by T.
T represents a paging cycle. For example, 2T indicates two paging cycles and 4T
indicates four paging cycles.

This parameter is used to determine the BCCH modification period (BCCH modification
period = N * DRX cycle length for paging). The purpose of this constraint is to ensure
that all the UEs being in idle state can monitor the system broadcast change message.

Configuration Principles
The greater this parameter, the longer the system message is updated. This can
have an adverse impact on real-time message update.
The smaller this parameter, the shorter the system message is updated. This can

Parameter Description
This parameter specifies the measured value that is used for triggering an event.

Value Range and Step Length


Value Range: Enum (0, 1) 0=RSRP, 1=RSRQ
Default Value: 0

Configuration Principles
RSRP is short for reference signal received power.
RSRQ is short for reference signal received quality.
When the UE detects that this parameter meets the threshold, it will trigger an intrafrequency cell measurement event.

Parameter Description
This parameter specifies whether the UE measurement report is event-triggered or
periodically triggered.

This parameter specifies the absolute RSRP threshold for the serving cell to decide
whether to trigger an event (A1, A2, A3, A4, and A5).

Configuration Principles
This parameter is valid only when the RptCriteria parameter is set to 0 (Event triggered
reporting). It is applicable to A1, A2, A3, A4, and A5 only. The A1 threshold is greater
than the A2 threshold.

Parameter Description
This parameter specifies the second RSRP threshold for an adjacent cell to decide
whether to trigger the A5 event .

Configuration Principles
This parameter is mapped to the values that are defined in the 3GPP TS36.331: 140 (0), -139 (1), , -44 (96). It should be noted that no value is mapped to 97.

Based on the A5 definition, this parameter must be greater than the IntraFrequency Threshold for RSRP parameter.

Configuration Principles
The greater this parameter is configured, the more stringent the event trigger
requirements becomes. You need to configure this parameter based on the desirable
requirements. Setting this parameter to a too large value will have an adverse impact on
call quality.

The UE will trigger an event reporting only when the actual time reaches the threshold of
this parameter. This parameter is introduced to prevent the UE from any fraudulent
reporting caused by jitter. When configuring this parameter, you need to take the DRX
cycle into consideration.

Threshold
A threshold is used to evaluate signal quality (A5: absolute threshold, A3: relative threshold).

Hysteresis and Timer


Hysteresis and timer are used to determine whether to start or stop an event.

Hysteresis is used to retard the start or stop of an event based on a decisive inequation,
which can greatly improve reliability for decision making. Hysteresis is normally used in
conjunction with a threshold.

A timer is used to evaluate time-based constancy of a certain state (including the start or
stop of an event) for the purpose of improving accuracy and reliability for event reporting.
For this reason, a timer is irrelevant to a threshold.

Customized Handoff Compensation


It can be used to compensate either a serving or adjacent cell.

When being added to the measured value of a serving cell, a positive compensation
value is used to prohibit a handoff.

When being added to the measured value of an adjacent cell, a positive compensation
value is used to trigger a handoff.

this parameter. This parameter is introduced to prevent the UE from any fraudulent
reporting caused by jitter. When configuring this parameter, you need to take the DRX
cycle into consideration.

You can set this parameter to a greater value for a low-speed cell. This can avoid any
Pingpong reporting of measurement results due to signal jitter.

Parameter Description
This parameter specifies the hysteresis for event reporting decision in order to avoid jitter.

Configuration Principles
Setting this parameter to a too large value will increase difficulty in triggering an
event; however, setting this parameter to a too small value will result in the
Pingpong effect.

This parameter is comparable to the A3 Offset parameter. Meanwhile, it can be


used to avoid frequent measurement reporting.

Report On Leave

Parameter Description
This parameter indicates an A3 event is leaving. It can be used to determine whether the
UE needs to report an event when the A3-2 criteria is satisfied.

Value Range and Step Length


Value Range: Enum (false, true)
Default Value: false

Configuration Principles
When this parameter is set to true, the UE will report an event if a cell meets the
A3-2 criteria.

You do not need to set this parameter is set to true if handoff is triggered by only
one measurement event reporting.

This parameter is valid for the ICIC feature, in which case you need to set this
parameter to true so that the base station can monitor the UEs profile change.
