Controlled Precursors and


Essential Chemicals

INCLUDE THOSE LISTED IN TABLES I AND II OF THE


1988 UN CONVENTION AGAINST ILLICIT TRAFFIC IN
NARCOTIC DRUG AND PSYCHOTROPIC SUBSTANCES.

ANY ACT OF KNOWINGLY PLANTING, GROWING,


RAISING, OR PERMITTING THE PLANTING, GROWING OR
RAISING OF ANY PLANT WHICH IS HE SOURCE OF A
DANGEROUS DRUG.

DANGEROUS DRUGS

Dangerous drugs are those that have high


tendency for abuse and dependency, these
substances may be organic or synthetic, and
pose harm to those who use them.

DRUG SYNDICATE

Any organized group of two or more persons forming or joining


together with the intention of committing any offense
prescribed under this act.

FINANCIER

Any person who pays for, raises or supplies money for, or


underwrites any of the illegal activities prescribed under this
act.

ILLEGAL TRAFFICKING

The illegal cultivation, culture, delivery, administration,


dispensation, manufacture, sale, trading, transportation,
distribution, importation, exportation and possession of any
dangerous drug and/or controlled precursor and essential
chemical.

CANNABIS OR COMMONLY CALLED


MARIJUANA

Marijuana is the third most popular recreational drug in America


(behind only alcohol and tobacco), and has been used by nearly 100
million Americans. According to government surveys, some 25
million Americans have smoked marijuana in the past year, and
more than 14 million do so regularly despite harsh laws against its
use. Our public policies should reflect this reality, not deny it.

Marijuana is far less dangerous than alcohol or tobacco. Around


50,000 people die each year from alcohol poisoning. Similarly, more
than 400,000 deaths each year are attributed to tobacco smoking.
By comparison, marijuana is nontoxic and cannot cause death by
overdose.

MANUFACTURE

The production, preparation, compounding or processing of


any dangerous drug and/or controlled precursor and essential
chemical and shall include any packaging or repackaging of
such substances, design or configuration of its form or
labelling or relabeling of its container.

METHYLENODIOXYMETHAMPHETAMI
NE (MDMA)

is a psychoactive drug of the substituted


methylenedioxyphenethylamine and substituted amphetamine
classes of drugs that is consumed primarily for its euphoric
and empathogenic effects.

precursor and essential chemical whether for money or any
other consideration.

TRADING

Transactions involving the illegal traffickling of dangerous


drugs and/or controlled precursors and essential chemicals
using electronic devices such as, but not limited to, text
messages, email, mobile or landlines, two-way radios,
internet, instant messages, and chat rooms or acting as a
broker in any of such transactions whether for money or any
other consideration in violation of this act.

USE

Any act of injecting. Intravenously or intramuscularly,


consuming, either by chewing, smoking, sniffing, eating,
swallowing, drinking, or otherwise introducing into the
pshycological of the body, the dangerous drugs.
