Youth Empowerment, Counselling and Referral Support Program
EK KADAM SAHI MANZIL KI AUR

Block Employment Resource Centre for Youth (BERCY) is a

Gram Panchayat based community driven learning pilot
project. The pilot was initiated by Ministry of Rural
Development in May 2013.The pilot is funded under Umeed
program and implemented by JKEDI, Government of J&K in
Ratnipora Gram Panchayat of Kakapora block in Pulwama
District.

Wath Hawnuk Program is established under the

Block Employment and Resource Center for Youth
(BERCY).It is a 15 day Youth empowerment,
career counseling and Referral support Program.

On the basis of Research and development within

the Gram panchayat Ratnipora,block Kakapora ,
we have found extreme figure of drop outs,
graduates, postgraduates youth here with in the
community.

Most of youth in Ratnipora are interested in

government jobs and spend years waiting and in
the process feel lost and hopeless.

By the process of mobilization we have figured out 375

youth, out of 215 were brought to BERCY centre and
had one on one counseling about employment
resources. The details of youth who are counseled at

After Counseling we referred 81 youth to Himayat

and 10 Youth to JKEDI,the Data is mentioned in below

But, in the meantime we got some loops with in this

process. Students were not able to express frankly
their interests and they seem to be very shy, nervous
and discouraged which resulted very poor response.

To overcome from this part we decided to build kind of

trust base relationship and understand them
mentally
socially and psychologically, which results the
creation
of Wath Hawnuk Program.

Learning's from the Himayat training modules

and interactions with various Trainers of different
PIAs Sunskills and Teach for India helped in
framing 15 day career counseling module for
Youth.

BERCY team studied the existing Himayat

training curriculum and held session wise deep
research in drafting Computer, Life skills and
Communicative English Module.

The entire module was practiced with

different activities and Role plays for
better understandings.

All these resources have been developed

into video modules for scaling up of Youth
empowerment in future.

Selected youth were actively participating in this

15 day career counselling program.
Confidence level of youth got increased to share
their personal views about their career.
Youth got to know the accurate understanding of
their individual traits.
Knowledge of Job market and career planning got
inculcated among youth.
Youth learned how to approach employers by
searching jobs on website and write emails, talk
on phone to get information about job profile.
There seems positive change among youth in
thinking, attitude and Perception.

BERCY is going to make digitization Wath Hawnuk

Module
which will be tested in next batch.

The entire module will be documented under proper

knowledge management system.

Once the complete digitized module will be tested

properly, it will be replicated in other blocks of Jammu
and Kashmir.
