Introduction
Tourism is now the largest source of export
earnings well before the automobile, chemical,
food, computers or oil. It involves considerable
investment of capital, generates substantial
revenue and creates important jobs. Thus, for
many countries, it is a vital source of foreign
currency. The tourism sector has an important
place in the Moroccan economy. It is increasingly
seen by senior officials as a strategic sector to
support economic development

2010 Tourism
vision
Vision 2010 aimed to target 10 million
tourists visiting Morocco by 2010, in which 7
million is international tourists.
Vision 2010 also targeted to increase hotel
capacity to 160,000 beds, achieve
investment volume of 8 to 9 billion Euros,
achieve foreign currency receipts to 48
billion Euro, create 600,000 new jobs, raise
the contribution of tourism to its GDP by
8.5% annually and reach 20% by year 2010.

Vision 2010 not only targeted at tourism


but also extend to all economic sectors
related to tourism, including infrastructure
(new roads, marinas and high speed
trains), telecommunications, electricity,
banks, insurance, education, health
services, resorts, golf courses, equestrian
centers, shopping malls and beach clubs.

To do that and reach the goals set


before, the Moroccan authority had
done many agreements such as :
The AZUR PLAN and OPEN SKIES.

The AZUR Plan


The Azur Plan is an investment project under Vision
2010 aimed to create 6 new coastal resorts with 5 on
the Atlantic Coast and 1 on the Mediterranean Coast,
which are the locations of most of the new property
developments in the near future. Major focus is on
the five star luxury facilities, advanced infrastructure
within and outside the resorts, easy access to and
from ports and airports to the resorts and new or
upgraded regional airports. Each resort has a unique
theme and many of which are centered on golf.
Some of the worlds largest golf courses are to be
built in Morocco.

The Open Skies


In 2006, Morocco signed the Open Skies
Agreement with the European Union which
has opened its airspace to low-cost air flights.
Key aspects of the Agreement included
landing rights for new airlines, creation of the
Moroccan low-coast carriers Atlas Blue and
Jet4You and creation of new routes. Low cost
direct flights are now available from most
major cities in Europe, making the country
an increasing popular tourist destination.

Vision 2010, which aimed for 10 million


tourists by year 2010 had almost reached
its target with 9.5 million visitors actually
visited Morocco in year 2010, so the
authorities creat a new vision, in the
horizon of 2020 to reach 20 millions
tourists by 2020 and to be 1 of the 20'st
first attractive countries ( we re the 25th ).

Evaluation of Results
The number of international tourists visiting
Morocco increased from 4.4 in 2001 to almost
9.3 million in 2010, an average annual growth
of 8.7%, well above the world average.
Morocco has thus reached 93% of the target it
set in 2001 as part of Vision 2010, confirming
its ability to change to a sustainable growth
rate.

Mission :
"Continue to make tourism one of the engines of
economic, social and cultural development of
Morocco.
Ambition:
"In 2020, Morocco will be among the world's top 20
destinations and will emerge as a reference
destination for sustainable development around
the Mediterranean.

Values

Objective: "Doubling the


size of the sector"
- Doubling the accommodation capacity with the construction
of 200,000 new beds which 150,000 hotels and 50,000
assimilated to offer visitors a rich and dense tourist experience.
- Doubling accordingly tourist arrivals, doubling market share
in key traditional European markets and attracting 1 million
tourists from emerging markets.
- Triple the number of domestic travel, with the goal of
democratizing tourism in the country.
- Create 470,000 new direct jobs across the country, to use at
the end of the decade nearly one million Moroccans.
- Increase tourism revenue to reach 140 billion dirhams in
2020, a cumulative sum of the decade close to 1,000 billion
dirhams.

- Sustainability and preservation of Morocco's
natural resources and maintaining its authenticity
and well-being of citizens.
- Respond to changes of tourists in terms of social
and environmental sensitivity.
promotion, awareness and marketing :
- Reinforce the presence of Morocco's traditional
markets.
- Develop new markets and new segments.
- Accompany the placing on the market of
200,000 new beds.

Training and human resources:


- - A new need to train 130,000 young people.
- Create a more attractive human resources
management framework.
- Promote tourism sector among young Moroccans.
- A new qualitative level committed to excellence.
Funding and Investment:
- Improve and facilitate access to institutional investors
and bank loans.
- Make a successful diversification of offers.
- Exceed the land availability problems.
