Ground staff have to follow company procedures and be aware of the risks:

Check-in staff observe passengers behaviour and ask ALL

baggage, be vigilant and if in doubt ask a colleague
3. Boarding staff must check the boarding card against the
passport
4. Cabin crew check passengers boarding cards as they board
