Introduction

Third Eye is an innovative application developed by Singapore Association of


the Visually Handicapped in partnership with local mobile carrier Star Hub .

Third Eye Application allows the user to snap a photo anywhere and anytime,
where the microvolunteers are invited to describe the image in as much
detail as possible to the user. This description is then read back to the user by
the text to speech feature on a smartphone and will allow the user to be able
to have a vivid description of the world around them .

Objective

To raise awareness & encourage people to contribute by actively


volunteering for Third Eye through the use of ICT System based application
& bring change especially registering students for involvement .

Third Eyewas born from this observation : the crowdsourcing app connects
blind people to micro-volunteers through small and not-very-binding acts of
volunteering, also known as micro-volunteering .

DDB Singapore and Starhub Mobile noticed that more than 7 million
Singaporeans have a mobile, which means that if only one in a hundred spent
at least 10 seconds to help others,there would be 200 hours of voluntary
work each day .

Application

The principle of the application is simple, innovative and effective : thanks


to its features that are blind-friendly, sightless people can take pictures of
whats in front of them; volunteers then receive a notification and are asked
to describe what they see the photograph. It only takes a few seconds to
achieve this good deed that will subsequently allow the app to read the
description to the blind user.

This application uses crowdsourcing intelligently , as participation only


takes a few seconds but is of great assistance to blind users.

Thats a nice way to connect people to each other through their


smartphone.

Assumptions & Constraints

The main assumption of implementation this mobile app is that it would increase the
awareness and easy accessibility for Visually impaired people in various countries by
attracting more number of impaired people and helping them to live with pride .

The major constraints are related to the time and budget & infrastructure of various
countries for the implementation.

Time: Evaluation and approvals from the higher management

Budget: Cost evaluation and approval for IT and labour
