3G is having higher priority than 2G, so the UE in 2G is always searching for a good 3G

candidate to reselect (QSearchI & QSearchP =7) according to the EcNo and RSCP
thresholds defined.
U900 Neighbors are defined to the 2G cells for the reselection and ISHO, and U2100
Neighbors are only defined to the Intra site 2G cells.
ISHO from 2G to 3G is according to the EcNo & RSCP(License).
UE in 3G is Freely camping, and can move from F1 to F2 or F3 using the DRRC Features.
If there are several possible target cells, the load balancing between the target cells is based
on existing HSDPA load balancing approach.
(HSDPALayerLoadShareThreshold) is the RNC Parameter used to define the threshold
(number of HSDPA users) for load sharing between HSDPA layers.

Before the threshold is reached in any of the cells in the same sector, the HSDPA UEs that

are establishing the RRC connection and changing the state from Cell_FACH to Cell_DCH
are directed to same layer. This is done by comparing the cell weights. UEs is directed to the
cell that has the greatest cell weight. If the cell weights are equal, the UEs are directed to the
cell that has the Least number of HSDPA users.

When the threshold is reached in any of the cells in the same sector, the HSDPA load

sharing between layers is done. The load sharing decision making is based on the weight
(CellWeightForHSDPALayering ) or Based on weight and power, but we disabled the power
(DisablePowerInHSDPALayeringDecision).
