A. WHAT IS NCGG?
-National Congress in Good Governance
-The NCGG is an annual project of the UP NCPAG Student Council since
2005.
-Last year, NCGG discussed the relevance of the youth in achieving
sustainable development through grounded public administration and
governance in the Philippine society.
-NCGG 2013 highlights the roles of an effective and efficient planning and
budgeting for the betterment and development of society, particularly of the
education, employment and environmental sectors.
- It is a gathering of students of Public Administration
and other related fields from universities and colleges nationwide

B. OBJECTIVES OF OUR PRESENTATION


In lined with the goals of NCGG 2013, our presentation aims to:
1. To share knowledge, experiences and theories we learned in
NCGG 2013.
2. To reiterate the importance of citizen participation in the
governments planning and budgeting process.
3. Challenge you to formulate student-initiated policy/project
that will address issues concerning environment, employment
and education from the local to national level.
4. To learn from us and at the same time, LEARN FROM YOU.

E. UNDERSTANDING GOVERNMENT BUDGET


Government Budget in general, is the financial plan of a
government for a given period of time, usually for a fiscal
year, which shows what its resources are, and how will be
generated and used over the fiscal period.
a. The budget is the governments key instrument for
promoting its socio-economic objectives.
b. It is not just about expenditures but also indicates plans
on income generation.
c. It is purposive and legitimized.
d. Essential in achieving development plans.

On my personal note:
Our experience in NCGG 2013 is meaningful dahil hetot tayot naguusap ng mga usapin tungkol sa good governance. Which is
essentially, may mutual relationship sa planning at budgeting na
mahalagang aspect lalo na sa mga PA students here in UCC. Ang
bawat plano ng gobyerno marapat na nakalaan at nakatuon sa
kapakanan ng mamamayan, yun po ang esensya ng good
governance. Paumanhin kong magiging idealist ako, Why we want
GOOD GOVERNANCE because for the past decades, we have bad
governance? Ang punto koy sapat na ang salitang governance
dahil historically ang role ng government ay for the common good.
As we part ways, I hope kahit paanoy may naiambag ang NCGG at
kami mula sa Adamson sa ating pangarap na mas magandang
Pilipinas. Hindi sapat ang status, comment, LIKE at tweets, what
we need is direct participation.
