LEADERSHIP SKILLS FOR INVESTIGATORS

The under listed are some of the leadership an


investigator must have:
Active Listening
Giving full attention to what other people are saying,
taking time to understand the points being made,
asking questions as appropriate, and not interrupting
at inappropriate times for instance from whistle
blowers, informants, suspects, witnesses in a
particular matter/case
Communications skills
Ability to articulate information to others in a
language which is clear, concise and easy to
understand. Also ability to understand the unspoken

Problem identification and Solving


Identifying complex problems and reviewing related
information to develop and evaluate options and
implement solutions.
Writing skills
Ability to communicate effectively in writing as
appropriate. For instance recording statements, report
writing, etc.
Reading and Comprehension skills
Understanding written sentences and paragraphs in
work related documents. For example reading
documents of import, export, bill of ladings, etc

Judgment and Decision Making


Considering the relative costs and benefits of
potential actions to choose the most appropriate
one.
Coordinating skills
Bringing team members together, assigning roles
and see how they support each other. Also

This is involves working together as a unit for a
common goal, and building teams through
mutual trust, respect and cooperation.
Problem identification and solving skillsIn many organizations it is possible to set up
formal systems of communication so that
problems are reported early on, but inevitably
these systems do not always work.
Once a

needs to be determined: what are the goal and

INVESTIGATIVE PROCEDURE
These are the methodology employed by
investigators to collect, evaluate facts about
the report incident in order to guide them in
their investigations.
Receive reports at the charge office,
Interviewing
witnesses
and
recording
statements
Visiting the scene of crime / incident,
Effect the arrest,
Conducting searches,
collect exhibits from the scene of crime,
victims, premises or associates and other

Mark exhibits, label, record and store


them.
Interview,
interrogate
and
take
statements of suspects.
Conduct identification parades where
suspects identity is in doubt.
Contact experts i.e. forensic experts,
ballistic etc who would analyze and
associate the offender with the incident
under investigations.

Payment through irrelevant foreign trips
Payment for air supply of goods and services

Overpayment for activities, examples getting 10


days allowance but spend less days, or dont go
atall
Under declaration of taxes
Black mailing your fellow employees
Violence against employee/ customers
Absenteeism
Sweeping unethical behaviours reported under
the carpet
Unfair behaviours towards employees for instance
denying employee resources to carry out their
mandate, removing phones from them during
working hours

Extortion in the names of superiors or supervisors


Reporting late to work and leaving early
Communing to work while drunk
Call in sick whereas not
Sexual harassment of eg fellow employees, new
employees, student on internship, cleaners,
lecturers sexually assaulting students
Failing to show up for events organized by the
organisation

supplies they need to do their work.

INTEGRITY AND ETHICS MANAGEMENT


Ethics and integrity can be managed in some of
the under listed the ways:
Have ethics and integrity yourself. Walk the talk.
Use ethic policy for guidance. In Uganda, a
number of intuitions are having code of conduct,
leadership Code under the Inspectorate of
Government,
Have Institution to handle issues of Ethics and
integrity, for instance, The Directorate of Ethics
and Integrity and Patriotism Secretariat under the
Office of the President.
Zero tolerance to unethical behaviors. Have
officers prosecuted accordingly

Fire the errant officers


Transfer those found to be having integrity issues to
less tempting departments/sections
Integrating ethics and integrity in your training
programs.

Monitoring and evaluation to keep track of the
activities
Having knowledge / facts of cases under
investigations/ Being on top of the cases
Have a team of investigators to handle a matter
other than one investigator

Ensure there is adherence of the code of conduct/

Delegations-its important for a leader to assign
duties to his/her subordinates during his/her absence
in order not to stall the work process.
Coordination/ creating a rapport with other
stakeholders to find out progress of a specific matter
Counter intelligence to counter those who are
handling your cases/activities. Example having your
informers pose as customers as they record the
unethical discussion

CONCLUSION
In conclusion, an investigator must therefore have
relevant leadership skills to professionally manage
investigations process. Ethics and integrity on the
other hand is one of the areas organisations should put
more efforts to ensure employee dont deviate but
work towards achievement of the goals of the
organisation.
