Classification of KPI Measurement
The quality of network performance is mainly evaluated by KPI
(Key Performance Index)
Performance Measurement KPI (discussed in this class

RRC Setup Success Rate (service)
The RRC setup procedure is trigged by different reasons as identified by the
establishmentCause field in the RRCConnctionRequest message: emergency,
highPriorityAccess, mt-Access, mo-Signalling, mo-Data, delayTolerantAccess.
The UE sets the establishmentCause and received by eNodeB. Causes except mo-
Signalling are categorized as service related ones, and the cause of mo-Signalling is
categorized as signal related ones.
This KPI evaluates the RRC setup success rate with service related causes in a cell or

Description
Downlink PRBs in a cell are occupied by the PDSCH and PDCCH in time division mode.
So the number of used downlink PRBs refers to the PRBs used by PDSCH.
The number of downlink PDSCH PRBs is determined by the number of downlink data
packets and quality of signals.
Measurement Points
During a measurement period, the average number of used PRBs occupied by PDSCH is
measured per millisecond in a cell.

User Number and Counter Mapping
Average User Number
This KPI indicates the average number of users in RRC_Connected
mode in a cell.
The KPIs can be used to analyze the usage of license about user number.

Radio Bearers
The radio bearers KPIs consist of ten sub-KPIs, one is for the total of
radio bearers and the other nine are for nine standard QCIs.
This set of KPIs can be used to evaluate the average DRBs in a cell or
a cluster.
The radio bearer for each QCI is based on the number of active RRC
connections for each QCI according to the QCI defined in the QoS
information.

Description:
The counters measure the transmit duration of downlink PDCP SDUs for services with a

Measurement Point
The sampling period is millisecond.
If there is uplink data to be transmitted within a millisecond, the counter for the period of
services with the corresponding QCI and the counter for the total period are incremented
by 1. The periods for each DRB of all UEs in the cell are accumulated.

Cell Downlink Maximum Throughput
This KPI evaluates the cell downlink maximum throughput when there are data
transferring at downlink. It reflects the cell capacity. It is calculated based on
maximum value of downlink traffic volume which are transferred at each
second.

Description
Measurement Points
The size of the payloads in the received/transmitted PDCP PDUs/SDUs of each service
with a different QCI is sampled per second in a cell. The size is accumulated at each
sampling point. At the end of a measurement period, the maximum of these sampling
results is used as the value of the corresponding counter.
