HEALTH & SAFETY COMMITTEE is a group of

employees & management that plans and develops


policies in all matters pertaining to safety & health
in the workplace.

H & S COMMITTEE is a group of employees


appointed to aid and advise management on
matters of worker safety.

H & S COMMITTEE is composed of top


management & workers.

H & S COMMITTEE is important that top


management be represented in the S & H
Committee.
Creating and maintaining an active interest in health & safety, and

Serving as a means of health & safety communication.


In every place of employment, a Health &
Safety Committee shall be organized within
one (1) month from the date the business starts
operating.

The Health & Safety Committee shall be re-


organized every January of the following year.

The annual report on Health & Safety


Organization shall be submitted on or before the
end of January.

Each site shall, at the start of the construction, have a
construction health & safety committee composed of the
following personnel:

CONSTRUCTION HEALTH & SAFETY OFFICERS;
SAFETY REPRESENTATIVES FROM EACH SUBCONTRACTOR;
DOCTORS, NURSES & OTHER HEALTH PERSONNEL who shall be
members ex officio;
WORKERS REPRESENTATIVES (minimum of three union members if
organized, not necessarily from one employer).
The persons constituting the Health & Safety Committee
shall, as far as practicable, be found at the construction site
whenever construction work is being undertaken.

a) Plan, develop and oversee the implementation of accident prevention programs for
the construction project;
b) Direct the accident prevention efforts for the construction project in accordance with
the Construction Health & Safety Program;
c) Initiate and supervise the conduct of brief safety meetings or toolbox meeting
everyday;
d) Review reports of health & safety inspections, accident investigations;
e) Prepare and submit to DOLE the reports on committee meetings;
f) Provide necessary assistance to government inspecting authorities in the proper
conduct of their enforcement and other activities;
g) Initiate and supervise health & safety training for employees;
h) Develop and maintain a disaster contingency plan and organize such emergency
service units as may be necessary to handle disaster situations; and
i) Perform all duties provided in the Construction Health & Safety Program or those
that are necessary and incidental to the fulfillment of its objectives.

To ensure that a Construction Safety & Health Program is duly
followed and enforced at the construction project site, each
construction project site is required to have the minimum required
SAFETY PERSONNEL, as follows:

The General Constructor must provide for a full time officer, who
shall be assigned as the GENERAL CONSTRUCTION SAFETY &
HEALTH OFFICER to oversee full time the overall management of
the Construction Safety & Health Program.

The General Construction Safety & Health Officer shall


frequently monitor and inspect any health & safety aspect of
the construction work being undertaken.
He shall also assist government inspectors in the conduct of
safety &health inspection at any time whenever work is being
performed or during the conduct of accident investigation.
The General Constructor must provide for ADDITIONAL
CONSTRUCTION SAFETY & HEALTH OFFICER/S in accordance with
the requirements for Safety Man/Officer of Rule 1033 (Training and
Personnel Complement) depending on the total number of
personnel assigned to the construction project site, to oversee the
effective compliance with the Construction Safety & Health Program
at the site, under the direct supervision of the General Construction
Safety & Health Officer.

The General Constructor must provide for one (1) CONSTRUCTION


SAFETY & HEALTH OFFICER for every ten (10) units of heavy
equipment assigned to the project site, to oversee the effective
compliance with the Construction safety & Health Program at the
construction project site, in terms of heavy equipment utilization and
maintenance.

Each construction subcontractor must provide for a


REPRESENTATIVE, who shall have the same qualifications as a
Safety Man/Officer, to oversee the management of the Construction
Safety & Health Program for the subcontractors workforce and
then specific area of work operations in accordance with the
requirements of Rule 1033 of the OSHS.

The duties of the Safety Officer (Safety Man) are specified under RULE
1040 of the OSH.

The principal function of the Safety man is to act as the employers principal
assistant & consultant in the application of programs to remove the
hazards from the workplace and to correct unsafe work practices.
For this purpose, the Safety Man has the following duties:

1) Serves as Secretary to the health & safety committee. As such, he


shall:

a) prepare minutes of the meetings;


b) report status of recommendations made;
c) Notify members of the meetings; and
d) Submit to the employer a report of the activities of the committee,
including recommendations made.
2) Acts in an advisory capacity on all matters pertaining to health &
safety for the guidance of the employer and the workers.

3) Conducts investigation of accidents as member of the Health &


Safety Committee and submits his separate report & analysis of
accidents to the employer.

4) Coordinates all health & safety training programs for the employer
and employees.

5) Conducts health & safety inspection as member of the committee.

6) Maintains or helps in the maintenance of an efficient accident


record system and coordinates actions taken by supervisors to
eliminate accident causes.

7) Provides assistance to government agencies in the conduct of


safety and health inspection, accident investigation or any other
related programs.

8) For purposes of effectiveness in a workplace where full-time safety


man is required, he shall report directly to the employer.
