INTRODUCTION
To effectively manage the waste we generate, and in doing so
protect the public health, community amenity and natural
environment we so value, our group has developed a plan for waste
management in UTHM.
The Strategic Waste and Resource Recovery Infrastructure Plan
(SWRRIP) will help position UTHM as the local leader in resource
recovery and waste management.
It provides a roadmap to guide the development of a system that
will effectively manage the waste we generate, balancing the
provision of this essential service and support for a viable resource
recovery industry with the need to protect the community, the
environment and reduce greenhouse gas emissions.
OBJECTIVE
Effectively manages the expected mix and volumes of
waste.
Reflects the principles of environmental justice to
ensure that impacts on the community, environment
and public health are not disproportionately felt
across communities.
Supports a viable resource recovery industry.
Reduces the amount of valuable materials going to
landfill.
STRATEGIC DIRECTIONS OF SWRRIP
1. Prioritising resource recovery and consolidating to achieve
the volumes of quality feedstock to support viable recovery
where it is economically feasible and better community,
environment and public health can be demonstrated.
2. Making suitably zoned land available for waste and resource
recovery activities.
3. Maximising outcomes across the state and recognising that
solutions and opportunities will vary depending on the
material or waste stream and where they are generated.
4. Integrated planning at the state, regional and local levels to
ensure the priorities of the community, local governments,
industry and other governments are all considered when
planning for waste and resource recovery infrastructure.
SWRRIP STRATEGIC DIRECTIONS
WILL ACHIEVE FOUR GOALS
Goal 1

Materials are made available to the resource recovery market through aggregation and
consolidation of volumes to create viability in recovering valuable resources from
waste.

Goal 2

Targeted information provides the evidence base to inform integrated state-wide


waste and resource recovery infrastructure planning and investment at the state,
regional and local levels by industry, local government, waste and resource recovery
groups, government agencies and the broader community.

Goal 3

Waste and resource recovery facilities including landfills are established and managed
over their lifetime to provide east economic, community, environment and public
health outcomes for local communities and the state and ensure their Impacts are not
disproportionately felt across communities.

Goal 4

Landfills will only be for receiving and treating waste streams from which all materials
that can be viably recovered have been extracted.
WASTE MANAGEMENT HIERARCHY
Aim To minimize the amount of waste from entering the
landfill/dump sites.
Three top initiatives in the waste management hierarchy is the 3Rs
initiative, i.e. Reduce, Reuse and Recycle.
Main objective To minimize the environmental effects of waste
disposal.
This hierarchy is used as a main framework to develop waste
management policies.
WASTE MANAGEMENT METHOD
Suitable methods of waste management that can be implemented in
UTHM are reuse and recycle.
Reuse Re-employment of materials to be used in the same application
or to be used in lower grade application. To reuse is to use an item more
than once.
Recycle Using a waste material for another purpose, treating and
reusing it in the same process. Recycling is a series of activities that
includes the collection of used, reused, or unused items that would
otherwise be considered waste and remanufacturing the recycled raw
materials into new products.
FIVE-STEP PROCESS FOR REDUCING
WASTE AND RECYCLING AT CAMPUSES
1. Establish a green council. Get commitments from all
departments.
2. Conduct an assessment. Find out what waste is being
generated, where it's coming from, what is currently being
done and what you want to be doing.
3. Identify opportunities. Find ways to dispose of as much
trash as possible without sending it to landfill.
4. Implement programs. Create programs that are specific to
things like sporting events.
5. Measure and report. Find out what is being recycled,
identify gaps in programs and evaluate if new efforts are
needed.

CONCLUSIONS
The main purpose of this proposal is to improve the
efficiency of the waste management and resources
recovery in UTHM.
Developing a basic strategy of developing waste
management capacity along with the promotion of
international cooperation to upgrade it into an
effective 3R-based policies need to prioritize.
The life-style and behaviour of the citizens should be
taken into consideration before forming the blue print
or the master plan for waste minimization.
