As soon as possible:
Director of UAE ground operations (MH) to call UNs Regional Humanitarian Coordinator, General Kevin M Kennedy (USMC):
Introduce designated point of contact on UAE side to interface with the UN agencies
Discuss coordination imperative with UN agencies on the ground, how to protect workers and convoys, how to run the de-
conflicting process (see separate note)
Agree on maintaining personal contact between MH and the Regional Coordinator

At launch of operations:
HH to call UNSG:
Reiterate political objectives of the operation that have been discussed in series of recent bilateral meetings
Emphasize UAEs ongoing commitment to improving the humanitarian situation in the country
Express concern that blocking the flow of humanitarian aid may be used as a weapon of war by the other side, and call for
UN to condemn such tactics
Mention that the Director of UAE ground operations is in personal contact with General Kennedy to ensure coordination
between military operations and the UN agencies on the ground
LZN to call USG OCHA (OBrien), and USG DPA (Feltman)
Re-iterate messages from the call between the principals
Agree to maintain direct communications with them
Commit to help with resolving issues before they escalate into public disagreements.
