CARGO MANIFEST

Consolidated Cargo Manifest

A true and accurate manifest of all individual


shipments in the consolidation destined and
intended to be loaded at a port of entry in the
Philippines.
Electronic consolidation cargo
manifest
Consists of all house bill of lading of shipments
consigned to ultimate consignees
degrouped/split from the master bills of lading
shipments whose consignees are nominal
consignees.
Consolidated shipment

Two or more shipments from several shippers


which are assembled and consolidated at one
point of origin, each covered by
individual/forwarders bill of lading and
consigned to consignees which are shipped
together under one master ocean bill of lading
by a freight forwarder/consolidator to breakbulk
agent at the port of destination for delivery to
their respective consignees.
Consolidator

A foreign freight forwarder acts as a NVOCC


which procures transport of goods by sea and
issues in its name house/forwarders bill of lading,
to whom it directly assumes the liabilities and
responsibilities of a carrier.
Co-loader

A consolidator who cannot fully fill up a


container and utilizes the services of another
consolidator.
Freight Forwarder

A local entity that acts as a cargo intermediary


and facilitates transport of goods on behalf of its
client without assuming the role of a carrier.
International Freight Forwarder

Persons responsible for the assembly and


consolidation of shipments into single lot,
assuming the full responsibility for the
international transport.
NVOCC

An entity which may or may not own or operate


a vessel that provides a point-to-point service
which may include several modes of transport.
Electronic Inward Foreign Manifest

Consists of all the master bill of lading of


shipments consigned to ultimate and nominal
consignees.
In order that the e2m Customs System may
accept cargo manifest submitted electronically
the shipping lines/forwarders/consolidators must
be registered with the CPRS

Shipping lines- Maritime Industry Authority


Sea Freight Forwarders, NVOCC, Consolidators-
PSB Function has been transferred to the Fair Trade
and Enforcement Bureau
Air Freight Forwarders- Civil Aeronautics Board
Period within which to submit
manifest
IFM in the case of shipping lines shall be
submitted by the parties concerned to BOC
(MISTG) electronically at least 12 hours before
arrival of the vessel
Cargo consolidated manifest shall be submitted
electronically at least 6 hours before arrival of
the vessel
Rules on the submission of
supplemental cargo e-manifest
Cargoes not listed in the IFM but otherwise
recorded in the Stowage Plan shall be covered
by a supplemental e-manifest shall be submitted
to the BOC not later than 48 hours from the date
of discharge of the last package or 6 hrs in the
case of aircraft
Supplemental manifest submitted outside of the
reglementary period shall be considered
unmanifested and subjected to seizure
proceedings
Rules on the amendments of e-manifest

Whether clerical or of substantive nature no


longer requires clearance from the Office of the
Commissioner of Customs after the same have
been approved by the concerned Collection
District
