Former employees, members and contractors
of the club may conduct sabotage or other
forms of violence to embarrass the present
officers of the Board of Directors and BCC
Management. Communist Terrorist will not
also be discounted to take advantage
considering the fact that most of the officers
of the Board of Directors and members are
prominent people from the Government
Offices and Business sectors.
Baguio Country Club Security Department
concurrent with its present mission and
function shall undertake necessary security
measures to ensure protection and safety of
the attending officers and members of the
said meeting while in the area of
responsibility in coordination with other
government agencies.
A. Concept of Operation
Security Department concurrent with its
present mission and function shall conduct
area security, traffic direction and control,
mobile patrol and covert security to ensure
safety of the delegates of the said meeting
within the routes, venues of engagement
and the club as a whole.
1. Phase 1-Advance Clearing Operations
Refers to the clearing operation consist of
thorough inspection of all areas in the
building before the date of the affair, most
specially those areas to be utilized and
frequented by participant within the duration
of the said activity.
This includes the security line of defense,
identification control, access movement
control.
Emergency and evacuation plan for any
eventualities during the affair to be
submitted/discussed by HSD Manager.
This refers to the clearing operations after the
activity which includes safe departure of the
VIPs and participants.

1. The General Manager is the ground commander
2. BCC Security Standard Operating Procedures shall at all times be
properly observed.
3. The BCC Health and Safety Policy will be implemented in case of
emergency.
4. Exercise utmost courtesy specially in dealing with the Board of
Directors, members and guests of the Club.
5. Ensure that BCC Rules of Engagement be strictly observed
6. Human rights protection shall also be observed
7. All significant incidents shall immediately be relayed to the
Executive Office by fastest means of Communications.
8. The Security Manager will be the overall security head.
9. All security personnel must be in proper uniform with proper haircut
and decorum.
10. Reaction Team will sleep and standby at
the union hall. They will be provided with one
meal stub each.
11. PNP personnel will be stationed in front of
Gate 1 and they will be provided with one (1)
meal stub each.
