Introduction to RSDMS

& Program Development Framework

 Road safety database is the first step towards achieving scientific
road safety management.

 Without systematic data collection and management, the


system’s performance evaluation and improvement is difficult.

 An ideal Road Safety database needs to be comprehensive, to


meet the statistical requirements and to assist in planning
accident reduction measures.

 To prepare and implement effective road safety improvement


plan, quality database of road safety related assets is
prerequisite, of which the lack of such infrastructure is major
contributor to accidents.

 Currently the relevant asset details are managed in bits and


pieces with corresponding stake-holding departments.
 The main objective of the project is to develop a
comprehensive Road Safety database meeting the
statistical requirements and assist in road safety
improvement project planning.
 The RSDMS is planned to be GIS based stand-alone
cum web software system, which act as a database
server capable of GIS based analysis and reporting.
 To coordinate data pooling from relevant
stakeholders and to develop an integration database
of road safety related infrastructure and facilities.
 RSDMS programme should be capable of predicting
accident spot mitigation measures based on
International Road Assessment Programme (iRAP)
and/or Haddon’s Matrix suggestions, etc.
 Any Road Safety influencing data is relevant
data for RSDMS, like;

 Currently the relevant asset details are
managed in bits and pieces with different
stakeholding departments. Data collaboration
will be required from:
◦ State Crime Record Bureau
◦ Public Work Department
◦ Motor Vehicle Department
◦ Police Department
◦ Health Department
◦ Education Department, etc

 In Kerala overtime the SCRB is collecting road
accident data and managing them using
appropriate software.

 GeoKAMS, RSMS, RAPID are various accident


database managing software used by SCRB,
of which RAPID is the latest software used.

 RAPID mainly focus on collecting accident


data through Police Department.
 Currently all accident related data fields are being filled from
the relevant police station reporting the accident. In reality the
accident related data source is spread across various
stakeholders, like
 Road infrastructure related details is available with Public Works Department
or the custodian of the road,
 Vehicle related details may be available with Motor Vehicle Department,
 Trauma Care related details may be available with the Health Department, etc.
 RSDMS may pool accident data from RAPID; which can then
bridge with multi-stakeholders to input & manage relevant
data regarding the accident.

 Accident statistics forms the key retrospective assessment base


for road safety related projects and for implementing required
mitigations and interventions to reduce accidents.

 Effective accident black spot improvement works cannot be


implemented without a reliable and powerful accident
database.

 As per Kerala PWD manual, it’s mentioned that
the PWD GIS has mapped all roads in Kerala State
including bridges, junctions, culverts and other
objects of interest; part of their Road Information
Management System (RIMS) program.
 Which provides a complete and accurate map of
the road network in Kerala.
 The Road Network and other road safety asset
details from PWD GIS maybe explored and
consider utilising the shape files to be used part
of our RSDMS.

 Road infra & geometric details – Width, Length,


Type, surfacing, condition, Bridge, Culvert, Major
junction type and its safety features, traffic sign,
road markings, street lighting, pedestrian
footpath & crossing facilities, hand-rails, bus
bay/ bus stop, on-street parking, crash cushion
and crash barriers, central median, bridges and
culvert details, details of hazardous objects,
obstacles, traffic calming measures, etc
