State/government
Contract Partner
Market

 Autonomy to: - defined as positive set of freedoms
Decide on programes

The freedom of institution to run its own affairs without

No single definition of autonomy

dependent on:

Between state and HEI
Between HEI and constitutive units

Are universities under
increasing pressure to transform?

Yes!

Why?
Because:
 global (increasing need for
internationalisation)
 and local (government, business, civil
society)
 environment have changed

Risk free environment is replaced by market

environment.
Traditional ways of governance prove
inadequate.

 A university system is a set of multiple,
affiliated universities and colleges that are
usually geographically distributed. Typically,
all member universities in a university system
share a common component among all of
their various names. Usually, all member
universities of a university system are
governed by a system-wide governing body,
such as a board of trustees or a board of
regents.

The University of California system includes ten
campuses, three national laboratories, five medical
centers and many facilities throughout the state.

Campuses: Berkeley, Davis, Irvine, Los Angeles (UCLA) ,

Merced, Riverside, San Diego (UCSD), San Francisco,
Santa Barbara (UCSB), Santa Cruz (UCSC)

National Laboratories: Berkeley (LBNL), Livermore (LLNL), Los Alamos (LANL)

Medical Centers: Davis, Irvine, Los Angeles, San Diego, San Francisco
 A university system should not be confused
with a multiple-campus university. A
university system contains several
universities. A multiple-campus university is
a single university that has more than one
campus. In the US, a common test of whether
institutions comprise a system is whether
they are separately accredited by a
government-approved accreditor.
The University of Slovenia system includes:

 three campuses,
 ? national institutes,
 two medical centers
