The home country always plans the assignment. Data is created in host country with a withdrawn status. It is not the receiving unit that is responsible for the initial entry in the system The host must activate the assignment before the home can activate the assignment.

In this part we will receive an employee from Canada meaning we are in this case the Host HR Expat Administrator.
1. Home HR Expat Administrator (Canada) has done the planned country reassignment. 2. As the Host HR Expat Administrator (Centre) you activate the employee 3. Home HR Expat Administrator (Canada) activates the employee.

Payroll will usually be done by the host country but be aware that there are three possible business scenarios:
(a) Pay, pension and reference details need to be maintained in the home country, so the HBE Expatriate will have 2 active payroll records, one in their home country and one in their current host country. Ex : China (b) Home country does not need to maintain pay or pension, so the home activates the assignment with the inactive payroll status and the employee is only active for payroll purposes in the host market. Ex : most case of HBEs (c) Only active in HOME. Ex : americans and missions

Employee will be allocated to the original home country personnel assignment number when they return home, and Employee Group will return to Regular If the employee is going on another assignment without returning home, the home country plans the next assignment and both home and host markets must activate the assignment on the same day as the planning action
